FEDERAL R ESER VE BANK OF N EW YORK rC ircu lar N o. 6 2 4 -6 ~ 1 L November 19, 1968 -1 Nomination and Election of Directors (By member banks classified in Group 2 on October 7, 1968, that is, member banks with capital and surplus of $1,500,000 to $40,000,000, inclusive, on that date) To the M em ber BanTcs o f the Second Federal Reserve D istrict: In accordance with the provisions of section 4 of the Federal Reserve Act, as amended, and Circular No. 6224, dated October 7, 1968, on the election of directors of this Bank for terms of office from January 1, 1969 to December 31, 1971, to succeed R o b e r t G . C o w a n , class A director, and M i l t o n C . M u m f o r d , class B director, whose terms expire December 31, 1968, there are shown on pages 2 and 3 the names of the candidates nominated for such offices, and by whom nominated. To each member bank classified in Group 2 on October 7, 1968, except those member banks that are subsidiaries of the same bank holding company and have not been designated to participate in this election,* the following are being sent with this circular: (a) Ballot for use in voting for candidates for class A director and class B director. (b) Colored ballot envelope in which the ballot is to be sealed. (c) Certificate envelope bearing on its face the certificate in regard to the vote. (d) Addressed envelope in which all of the foregoing should be returned to me. The ballot and the certificate on the certificate envelope must be executed by an officer who has been authorized to cast the vote. A list of the officers designated for this purpose by the member banks in Group 2 was contained in the above-mentioned circular dated October 7, 1968, and a similar list revised to date is contained herein. In order that the ballot may be secret, the name of the bank and the name and title of the voting officer should not be written on the ballot, but should be written only on the certificate envelope. (1) After the ballot has been marked, (2) It should be placed in the colored ballot envelope and that envelope sealed. (3) Then the sealed colored ballot envelope should be placed within the certificate envelope, and the certificate envelope should be sealed and the certificate thereon executed. (4) Then the certificate envelope containing the sealed colored ballot envelope should be returned to me in the enclosed addressed envelope. The law provides that the ballot shall be cast within 15 days after receipt of the list of candidates transmitted herewith. The polls will open at 10 a.m., November 20, 1968, and will close at 12 noon on Thursday, December 5, 1968, and in order to be counted as valid the ballot must be received by me at or before the latter time. Upon the closing of the polls the ballot box will be opened in the board room of this Bank, the sealed envelopes containing the ballots will be opened, the votes counted and checked by tellers, and the results of the election announced. The candidates will be invited to be present or represented on this occasion, if they so desire. Because banks in Groups 1 and 3 will not vote in this election, this circular is sent to them without forms and for their information only. E v e r e t t N. Candidate for Class A Director CHARLES E. TREMAN, JR., ITHACA, N. Y. President and Chief Executive Officer Tompkins County Trust Company, Ithaca, N. Y. C h a r l e s E. T r e m a n , J r . , is a native of Ithaca, N. Y., having been born there on July 25, 1908. He is a graduate of Cornell University (A.B. 1930), Cornell University Law School (LL.B. 1934), and Stonier Graduate School of Banking in 1947. During W orld W ar II, Mr. Treman served with the U. S. Navy. He was released from active duty in 1946, with the rank of Lieutenant Commander, U. S. Naval Reserve. Mr. Treman was elected a director of the Tompkins County Trust Company in 1934. He served suc cessively as its assistant trust officer, trust officer, and vice president and trust officer, and was appointed president and chief executive officer in 1960. He has been active in the affairs of both the New York State Bankers Association and the American Bankers Association. He served as a member of the Executive Committee of the Trust Division and as chairman of the Committee on Trust Policies of the American Bankers Association. In the New York State Bankers Association. Mr. Treman served as chairman of the Trust Division and president of the Bank Fiduciary Fu n d; currently he is chairman of the Board of Trustees and a member of the Investment Committee of the New York State Bankers Association Retirement System. He is also a member of the Association’s Administrative Board and chairman of the Regional Government Relations Committee. Mr. Treman is a trustee of Cornell University and a member of the board of directors of its Laboratory of Ornithology. Locally, he is a member of the Executive Committee and trustee of the Center for the Arts at Ithaca, and treasurer and a director and member of the Executive Committee of the Tompkins County Area Development Corp. Mr Treman is a director of Evaporated Metal Films, Inc., of Ithaca and the Corners Community Center, Inc. MUMFORD, NEW YORK, N. Y. Chairman of the Board, Lever Brothers Company, New York, N. Y. M i l t o n C. M u m f o r d was born in Marissa, 111., on A pril 14, 1913, and now resides in Darien, Conn. He joined the Marshall Field organization following graduation from the University of Illinois in 1935, and continued with that organization until 1954. He became a vice president of Marshall Field and Company in Chicago and general manager of Fieldcrest Mills, Marshall F ield’s textile manufacturing division, with headquarters in New York. During W orld War II, Mr. Mumford served as a commander in the U. S. Navy, acting as a Special Assistant to the Chief of Naval Personnel on management and organization problems; he was awarded the Legion of Merit. In 1947, he was appointed Chicago’s Housing and Redevelopment Coordinator. In this capacity he supervised a slum clearance and housing program, and the development of underground parking garages for the Loop area. Mr. Mumford joined Lever Brothers Company as a vice president in June 1954, and was elected a director and executive vice president the following year. He became president and chief executive officer in 1959 and chairman of the board in 1964. He is also an advisory director of Unilever, Limited, the British arm of Lever Brothers’ parent organization, and a director of Lever Brothers Limited of Canada and Thomas J. Lipton, Inc., an affiliate. lie is a director of Equitable Life Assurance Society of the United States, Crown Zellerbach Corpora tion, National Educational Television (N E T ), National Merit Scholarship Corporation, International Executive Service Corps, and The Stamford Hospital (Conn.) ; a trustee of Consolidated Edison Company of New York, Inc., The Nutrition Foundation, and Presbyterian Hospital; chairman of Educational Facili ties Laboratories, Inc. (Ford Foundation) ; and a director and member of the Executive Committee of the Soap and Detergent Association. Mr. Mumford is now a class B director of the Federal Reserve Bank of New York, having been elected for the three-year term ending December 31, 1968.
