A s indicated in our Circular No. 4515, dated O ctober 14, 1957,
P ublic Law 183, 85th Congress, approved A u gu st 28, 1957, provides
that checks drawn on the T reasurer o f the U nited States are payable
without lim itation o f time. T o reflect the change in the law, the T reasury
Departm ent has amended its “ Regulations G overning the Endorsem ent
and Payment o f Checks D raw n on the T reasurer o f the U nited S tates.”
A t the request o f the T reasury Departm ent, we enclose a cop y o f the
amendment

(the T hird Amendment, dated Decem ber 22, 1958, to

T reasury Departm ent Circular No. 21, R evised Septem ber 5, 1946).
A dditional copies o f the amendment w ill be furnished upon request.

To all Banks and Bankers and Others Concerned;
Treasury Department Circular No* 21 (Revised), dated September £, 19U&,
as amended, is hereby further amended by revising paragraph 9 to read as
follows s
9* Checks payable without limitation of time. All checks
heretofore or hereafter drawn on the Treasurer of the United States,
including those drawn by wholly owned and mixed-ownership Government
corporations, are payable without limitation of time: Provided.
That where on presentation of any check for payment the Treasurer
of the United States is on notice of a doubtful question of law or
fact the payment of such check will be deferred pending settlement
by the General Accounting Office.
