The principal change in the T reasury circular relates to revised exhibits prescribing new depositary receipt form s. The new depositary receipt form s provide a space on the face fo r endorsement by D epositaries fo r F ederal Taxes. The T reasury D epartm ent wishes to emphasize the im portance o f the date in this endorsem ent in view o f Section 6656 o f the Internal Revenue Code o f 1954, which provides fo r the im position o f penalties on persons m aking late deposits o f taxes. It is m andatory that D epositaries fo r F ederal Taxes, and branches o f such depositary banks, indicate the date the tax deposits are actually received, regardless o f whether the depositaries are able to credit their T reasury T ax and L oan A ccounts or otherwise process the depositary receipts and transmit them to this Bank on the same date. D epositaries fo r F ederal T axes should determine that their endorsement will fit the space provided on the new form and will not overlap into the space provided fo r other purposes. Y ou r cooperation in keeping your endorsem ent within the area provided w ill be greatly appreciated. F o r an interim period after July 1, 1958, it w ill be necessary fo r D epositaries fo r F ederal T axes to jjrocess both the old and new depositary receipt form s.
