Treasury Department FOREIGN FUNDS CONTROL May 25, 1945 GENERAL LICENSE NO. 11, AS AMENDED, UNDER EXECUTIVE ORDER NO. 8389, AS AMENDED, EXECUTIVE ORDER NO. 9193, SECTION 5(b) OF THE TRADING WITH THE ENEMY ACT, AS AMENDED BY THE FIRST WAR POWERS ACT, 1941, RELATING TO FOREIGN FUNDS CONTROL.* General License No. 11 is hereby amended to read as follows: ( 1) C e r t a i n p a y m e n t s for l i v i n g e x p e n s e s from c e r t a i n b l o c k e d accounts authorized. A g e n e r a l l i c e n s e is h e r e b y g r a n t e d authorizing p a y m e n t s a n d t r a n s f e r s o f c r e d i t in t h e U n i t e d S t a t e s f r o m b l o c k e d a c c o u n t s in d o m e s t i c b a n k i n g i n s t i t u t i o n s h e l d in t h e n a m e o f a n i n d i v i d u a l w i t h i n the U n i t e d S t a t e s to or u p o n the o r d e r of s u c h i n d i vidual, provided that: (a) S u c h p a y m e n t s a n d t r a n s f e r s of c r e d i t a r e m a d e f o r t h e l i v i n g , t r a v e l i n g a n d s i m i l a r p e r s o n a l e x p e n s e s in t h e U n i t e d S t a t e s of s u c h i n d i v i d u a l o r h i s f a m i l y ; a n d (b) T h e t o t a l of a l l s u c h p a y m e n t s a n d t r a n s f e r s o f c r e d i t m a d e u n d e r t h i s g e n e r a l l i c e n s e f r o m t h e a c c o u n t s of s u c h i n d i v i d u a l d o e s n o t e x c e e d $ 1 0 0 0 in a n y o n e c a l endar month.
