Treasury Department FOREIGN FUNDS CONTROL As a m e n d e d June 1, 1944 GENERAL LICENSE NO. 32A, AS AMENDED, UNDER EXECUTIVE ORDER NO. 8389, AS AMENDED, EXECUTIVE ORDER NO. 9193, SECTION 5(b) OF THE TRADING WITH THE ENEMY ACT, AS AMENDED BY THE FIRST WAR POWERS ACT, 1941, RELATING TO FOREIGN FUNDS CONTROL.* (1) C e r t a i n r e m i t t a n c e s to s p e c i f i e d l i b e r a t e d a r e a s for l i v i n g expenses authorized. (3) Reports by domestic banks effecting remittances. Domestic execute banks through w h i c h any such remittances originate shall p r o m p t l y S e c t i o n A of F o r m T F R - 1 3 2 w i t h r e s p e c t to e a c h s u c h r e m i t tance. W h e n so e x e c u t e d , F o r m T F R - 1 3 2 s h a l l be f o r w a r d e d p r o m p t l y to the d o m e s t i c b a n k u l t i m a t e l y t r a n s m i t t i n g a b r o a d the p a y m e n t i n s t r u c t i o n s for s u c h r e m i t t a n c e s a n d the l a t t e r b a n k s h a l l , u p o n r e c e i p t t h e r e o f , e x e c u t e S e c t i o n B of F o r m T F R - 1 3 2 and p r o m p t l y file s u c h e x e c u t e d report w i t h the a p p r o p r i a t e F e d e r a l R e s e r v e B a n k . If t h e d o m e s t i c b a n k t h r o u g h w h i c h a n y s u c h r e m i t t a n c e o r i g i n a t e s is a l s o the b a n k u l t i m a t e l y t r a n s m i t t i n g a b r o a d the p a y m e n t i n s t r u c t i o n s for such r e m i t t a n c e , then such b a n k shall e x e c u t e b o t h S e c t i o n s A and B of s u c h r e p o r t . N o r e p o r t on F o r m T F R - 1 3 2 s h a l l be d e e m e d to h a v e b e e n f i l e d in c o m p l i a n c e w i t h t h i s g e n e r a l l i c e n s e u n l e s s b o t h S e c t i o n s A a n d B t h e r e o f h a v e b e e n d u l y e x e c u t e d as h e r e i n p r e s c r i b e d . (4 ) Reports by domestic banks maintaining post- 1 iberation blocked accounts. Domestic banks maintaining post-1iberation blocked a c c o u n t s p u r s u a n t to t h i s g e n e r a l l i c e n s e shall r e p o r t p r o m p t l y the e s t a b l i s h m e n t of s u c h a c c o u n t s , a n d the b a l a n c e s t h e r e i n at the e n d of e a c h c a l e n d a r m o n t h , t o the a p p r o p r i a t e F e d e r a l R e s e r v e B a n k . (5) Re funds . D o m e s t i c b a n k s are a u t h o r i z e d to r e f u n d the a m o u n t of a n y r e m i t t a n c e o r d e r e d p u r s u a n t to t h i s g e n e r a l l i c e n s e w h e n s u c h domestic banks are advised that such remittance cannot b e e f f e c t e d . The term "post-liberation a blocked account: a common dwelling as a common dwelling with a c c o u n t " shall mean blocked a (i) w h i c h is e s t a b l i s h e d p u r s u a n t t o t h i s l i c e n s e o r a n y o t h e r l i c e n s e or o t h e r a u t h o r i z a t i o n e x p r e s s l y r e f e r r i n g to a p o s t - 1 i b e r a t i o n b l o c k e d a c c o u n t ; (ii) t o w h i c h f u n d s m a y b e c r e d i t e d o n l y p u r s u a n t to t h i s l i c e n s e or a n y o t h e r l i c e n s e or o t h e r a u t h o r i z a t i o n e x p r e s s l y r e f e r r i n g to a p o s t - l i b e r a t i o n b l o c k e d a c c o u n t ; and (iii) w i t h r e s p e c t to w h i c h p a y m e n t s , t r a n s f e r s , or w i t h d r a w a l s or o t h e r d e a l i n g s m a y n o t be m a d e or e f f e c t e d e x c e p t p u r s u a n t to t h i s l i c e n s e o r a n y o t h e r l i c e n s e or o t h e r a u t h o r i z a t i o n expressly r e f e r r i n g to a p o s t - 1 i b e r a t i o n b l o c k e d account. (8) D e s i g n a t i o n of effected. The liberated (a) 3 l i b e r a t e d a r e a s to w h i c h r e m i t t a n c e s m a y b e areas c o v e r e d by this general l i c e n s e are: Sicily; S a r d i n i a and the f o l l o w i n g p r o v i n c e s of I t a l y : Cosenza, Reggio Calabria, Potenza, Foggia, Bari, Brindisi, Catanzaro, Matera, Avallino, Taranto, Lecce, Naples, S a l e r n o , and B e n e v e n t o .
