Checks on Certain Nonmember State Banks in North Carolina
Temporarily Unacceptable For Collection
To all Member Banks in the Second Federal Reserve District:
For the present, checks drawn on those nonmember State banks located in North
Carolina listed on the following page cannot be accepted by us for collection through the
Federal Reserve Bank of Richmond.
This is due to a temporary restraining order
which these institutions have obtained from the Superior Court for Union County,
North Carolina, as plaintiffs, in an injunction suit against the Federal Reserve Bank of
Richmond.
T h e temporary order restrains that bank from returning as dishonored any
check drawn upon any one of the banking institutions named, or upon any other nonmember State bank within the jurisdiction of North Carolina joining the suit, which the
drawee bank refuses to pay except in exchange at less than par.
The restraining order does not, however, apply to checks drawn on or
before
February 5, 1921, nor to checks on any banks which have not become parties to
the suit.
T h e Federal Reserve Bank of Richmond advises us t h a t it will move to dissolve
the injunction.

To all Member Banks in the Second Federal Reserve District:
You will find herewith a revised list of plaintiff banks in an injunction suit
against the Federal Reserve Bank of Richmond, which supersedes the list of banks
accompanying our circular No. 347 of February 18, 1921 entitled "Checks on Certain
Nonmember State Banks in North Carolina Temporarily Unacceptable for Collection."
As described in that circular we cannot for the present accept for collection
any checks drawn on the banks listed because of a temporary injunction restraining
the Federal Reserve Bank of Richmond from returning as dishonored any checks, drawn
upon any one of the banking institutions joining the injunction proceedings, which the
drawee bank refuses to pay except in exchange at less than par.
Revised lists will be published and sent to you from time to time as occasion
requires.

against the Federal Reserve Bank of Richmond, which supersedes "Revised List—No. 3 "
sent to you on March 5, 1921 to accompany our circular No. 347 of February
18, 1921 entitled "Checks on Certain Nonmember State Banks in North Carolina
Temporarily Unacceptable for Collection."
As stated in that circular we cannot for the present accept for collection
any checks drawn on the banks listed because of a temporary inj'unction restraining
the Federal Reserve Bank of Richmond from returning as dishonored any checks, drawn

To all Member Banks in the Second Federal
Reserve
District:
You will find herewith a revised list of plaintiff banks in an injunction suit
against the Federal Reserve Bank of Richmond, which supersedes "Revised List—No. 5"
sent to you on March 26, 1921 to accompany our circular No. 347 of February
18, 1921 entitled "Checks on Certain Nonmember State Banks in North Carolina
Temporarily Unacceptable for Collection."
As stated in that circular we cannot for the present accept for collection
any checks drawn on the banks listed because of a temporary injunction restraining
the Federal Reserve Bank of Richmond from returning as dishonored any checks, drawn
upon any one of the banking institutions joining the injunction proceedings, which the
drawee bank refuses to pay except in exchange at less than par.
Revised lists will be published and sent to you from time to time as occasion
requires.

To all Member Banks in the Second Federal
Reserve
District:
You will find herewith a revised list of plaintiff banks in an inj'unction suit
against the Federal Reserve Bank of Richmond, which supersedes "Revised List—No. 7"
sent to you on April 22, 1921 to accompany our circular No. 347 of February
18, 1921 entitled "Checks on Certain Nonmember State Banks in North Carolina
Temporarily Unacceptable for Collection."
As stated in that circular we cannot for the present accept for collection
any checks drawn on the banks listed because of a temporary inj'unction restraining
the Federal Reserve Bank of Richmond from returning as dishonored any checks, drawn
upon any one of the banking institutions j'oining the inj'unction proceedings, which the
drawee bank refuses to pay except in exchange at less than par.
Revised lists will be published and sent to you from time to time as occasion
requires.

last page have not become parties to the injunction suit, but, nevertheless, have
signified to the Federal Reserve Bank of Richmond their intention to take advantage
of the law by refusing to remit at par in exchange, and refusing to pay in money,
checks presented to them by its agents.

You will find herewith a revised list of plaintiff
banks in an injunction suit
against the Federal Reserve Bank of Richmond, which supersedes "Revised List—No. 10"
sent to you on June 24, 1921 to accompany our circular No. 347 of February
18, 1921 entitled "Checks on Certain Nonmember State Banks in North
Carolina
Temporarily Unacceptable for Collection."
As stated
in that
circular we cannot for the present accept for
collection
any checks drawn on the banks listed because of a temporary injunction restraining
the Federal Reserve Bank of Richmond from returning as dishonored any checks, drawn
upon any one of the banking institutions joining the injunction proceedings, which the
drawee bank refuses to pay except in exchange at less than par.
The banks whose names are added at the end of "Revised List—No. 1 1 " on the
last page have not become parties to the injunction suit, but, nevertheless, have
signified to the Federal Reserve Bank of Richmond their intention to take advantage
of the law by refusing to remit at par in exchange, and refusing to pay in money,

You will find herewith a revised list of plaintiff
banks in an injunction suit
against the Federal Reserve Bank of Richmond, which supersedes "Revised l i s t — N o . 12"
sent to you on August 22, 1921 to accompany our circular No. 347 of February
18, 1921 entitled "Checks on Certain Nonmember State Banks in North
Carolina
Temporarily Unacceptable for Collection."
As stated
in
that
circular we cannot for the present accept for
collection
any checks drawn on the banks listed because of a temporary injunction restraining
the Federal Reserve Bank of Richmond from returning as dishonored any checks, drawn
upon any one of the banking institutions joining the injunction proceedings, which the
drawee bank refuses to pay except in exchange at less than par.

last page have not become parties to the injunction suit, but, nevertheless, have
signified to the Federal Reserve Bank of Richmond their intention to take advantage

REVISED LIST—No. 15
To all Member Banks in the Second Federal Reserve District:
You will find herewith a revised list of plaintiff banks in an injunction suit
against the Federal Reserve Bank of Richmond, which supersedes "Revised List—No. 14"
sent to you on November 18, 1921 to accompany our circular No. 347 of February
18, 1921 entitled "Checks on Certain Nonmember State Banks in North Carolina
Temporarily Unacceptable for Collection."
As stated in that circular we cannot for the present accept for collection
any checks drawn on the banks listed because of a temporary injunction restraining
the Federal Reserve Bank of Richmond from returning as dishonored any checks, drawn
upon any one of the banking institutions joining the injunction proceedings, which the
drawee bank refuses to pay except in exchange at less than par.
The banks whose names are added at the end of "Revised List—No. 15" on the
last page have not become parties to the injunction suit, but, nevertheless, have
signified to the Federal Reserve Bank of Richmond their intention to take advantage
