This circular and list supersede and cancel Circular No. 2967, dated July 2,1945, and the list submitted therewith, and Circular No. 2984, dated July 31,1945. All checks or drafts payable in foreign countries, and all foreign correspondence authorizing payments or transfers of funds, or delivery of securities or other prop erty, must bear the authorized signatures of two officers, and one of such signatures shall be that of the President, a vice president, or an assistant vice president. All instruments, documents, correspondence and other papers, in connection with the transaction of domestic business need bear but one authorized signature.
