Changes in Authorized Signatures

Notice is hereby given of the changes indicated below in the list of persons
authorized to sign in behalf of Federal Reserve Bank of New York, as contained
in our Circular No. 2406, dated April 1, 1942.
The authority of JOSEPH M. O'BRIEN-, LAWRENCE F. KEANE and HAROLD A. CEAHE,
to sign in behalf of the bank as indicated on pages 8, 10 and 11 of the circular, on
which pages their specimen signatures appear, has been revoked, and in lieu thereof
they have been authorized to sign per procuration correspondence, advices, receipts
and tickets, relating to the routine operations of the R.F.C. Custody Department.
The authority of CHARLES R. ATHERN and J. LAWRENCE KILDUFF to sign in behalf
of the bank, as indicated on page 11 of the circular, has been revoked. Accordingly
their names should be removed from the list of persons who are authorized to sign
in behalf of the bank.

per procuration (a) licenses granted under the authority of Section 5(b) of the
Trading with the Enemy Act, as amended, and any executive order (including
Executive Order No. 8389, as amended), regulation, ruling or instruction issued
thereunder, and (b) correspondence and tickets relating to the routine operations of
the Foreign Property Control Department.
