FEDERAL RESERVE BANK OF N E W YORK Fiscal Agent of the United States r Circular No. 3 4 2 5 1 L May 1, 1942 J REGULATIONS GOVERNING UNITED STATES SAVINGS BONDS To all Banks and Trust Companies in the Second Federal Reserve District: The Treasury Department has informed this bank that it has been requested to accept the issuing agent's stamp, in the case of banks, as a substitute for the corporate seal on certifications for requests for payment of United States Savings Bonds; that this matter will be included in the next revision of Treasury Department Circular No. 530 and that, pending such time, certifications so authenticated will be accepted.
