January 14, 1942 J REIMBURSEMENT OF POSTAGE AND REGISTRY FEES EXPENDED BY ISSUING AGENTS FOR SHIPMENT OF UNITED STATES DEFENSE SAVINGS BONDS, SERIES E, TO PURCHASERS THEREOF To Issuing Agents in the Second Federal Reserve District Qualified for Sale of United States Defense Savings Bonds, Series E: The Treasury Department has authorized this bank, as Fiscal Agent of the United States, to reimburse all qualified issuing agents of United States Defense Savings Bonds, Series E, for postage and registry fees expended by them for delivery of such bonds to the purchasers thereof, in cases where over-the-counter delivery is impracticable. Expenses incurred in returning stubs and spoiled bonds to this bank and other expenses ordinarily incurred by issuing agents will continue to be borne by such issuing agents. All shipments of United States Defense Savings Bonds, Series E, by issuing agents to purchasers should be made at the minimum registry fee, declared at replacement value of $5.00 for each registered article, and insured under the Government Losses in Shipment Act, as amended. Each issuing agent is required to use due care, and to maintain an inventory of contents and proof of Post Office registration for each shipment. Appropriate forms for obtaining reimbursement of postage and registry fees in accordance with the foregoing provisions will be furnished upon request. ALLAN SPROUL, President.
