Executive Order No. 8389, as Amended, and Regulations Issued Pursuant Thereto,
Relating to Transactions in Foreign Exchange, Etc.

To all Banking Institutions, and Others Concerned,
in the Second Federal Reserve District:

For your information we quote below from a telegram received from the Treasury
Department:
It is the view of the Treasury Department that a person who was lawfully admitted
to the United States as a non-quota immigrant under Section 4 (c) of the Act of May 26,
1924, 43 Stat. 155, (U.S.C. Title 8, Sec. 204 (c) ), may be licensed as a generally licensed
national under General License No. 42, if all the conditions of General License No. 42 are
complied with.
Section 4(c) of the Act of May 26, 1924, defines "nonquota immigrant" as follows:
"(c) An immigrant who was born in the Dominion of Canada, Newfoundland, the
Republic of Mexico, the Republic of Cuba, the Republic of Haiti, the Dominican Republic,
the Canal Zone, or an independent country of Central or South America, and his wife, and
his unmarried children under eighteen years of age, if accompanying or following to join
him;"
