FEDERAL RESERVE BANK OF NEW YORK Circular No. 2139 November 1, 1940 Changes in Authorized Signatures Reference Library Notice is hereby given of the changes indicated below in the list of persons authorized to sign in behalf of Federal Reserve Bank of New York, as contained in our Circular No. 2089, dated June 28, 1940. R. TOMPKINS and ARTHUR H. NOA have authority to sign per procuration licenses granted under the authority of Executive Order No. 6560 of January 15, 1934, as amended, and the regulations issued thereunder; and also have authority to sign per procuration correspondence and tickets relating to the routine operations of the Foreign Property Control Department. Accordingly, their names should be added to the list, on page 10 of the circular, of persons having such authority. ROBERT ROBERT R. TOMPKINS will sign: per pro ARTHUR H.
