CIRCULAR N O . 188 FEDERAL RESERVE BANK OF N E W YORK DEPARTMENT July 17, 1919 NEW COUNTERFEIT $5 FEDERAL RESERVE NOTE To ALL BANKS, TRUST COMPANIES AND SAVINGS BANKS IN THE SECOND FEDERAL RESERVE DISTRICT, DEAR SIRS: The Secret Service Division of the Treasury Department, Washington, has issued notice under date of July 15, 1919, in its circular letter No. 434 concerning another new counterfeit $5 Federal reserve note. The notice reads as follows: "On the Federal Reserve Bank of New York; check letter "A;" face plate number indistinct; series of 1914; William G. McAdoo, Secretary of the Treasury; John Burke, Treasurer of the United States; portrait of Lincoln. This counterfeit is apparently printed from zinc-etched plates of very poor workmanship, on a single piece of paper, on which red and blue ink lines appear in imitation of the silk fibre. In the portrait of Lincoln black ink covers the whole side of the face. The whole portrait, in fact, is so poor that it should immediately attract attention. The numbering is very good, apparently printed from metal numbers assembled in a frame or from a regular numbering machine or stamp."
