To all Banks and Trust Companies in the
Second Federal Reserve District:

W. RANDOLPH BURGESS, Vice President of the Federal Reserve Bank
of New York, has resigned, effective at the close of business today,
to accept a position as Vice Chairman of The National City Bank of
New York.
