We submit herewith, on the following pages numbered 2 to 11 inclusive, a list containing facsimile signatures of persons authorized to sign in behalf of Federal Reserve Bank of New York, subject to the conditions and limitations hereinafter set forth or referred to in this circular or in such list. This circular and list supersede and cancel Circular No. 1723, dated January 9,1937, and the list submitted therewith. All checks or drafts payable in foreign countries, and all foreign correspondence involving payments or transfers of funds, or delivery of securities or other property, must bear the authorized signatures of two officers, and one of such signatures shall be that of the President, a vice president, or an assistant vice president. All instruments, documents, correspondence and other papers, in connection with the transaction of domestic business need bear but one authorized signature. NEW COUNTERFEIT To Member Banks in the Second Federal Reserve District and Others Concerned: Circular letter No, 699, dated January 12, 1938, of the Treasury Department, Secret Service Division, describes a certain new counterfeit as follows: $5 UNITED STATES NOTE Series of 1928 B; check letter "A"; face plate No. 214; back plate No. 784; W. A. Julian, Treasurer of the United States; Henry Morgenthau, Jr., Secretary of the Treasury; portrait of Lincoln, This is a fairly deceptive production printed on one sheet of bond paper from photo-etched plates. The Treasury seal, printed in red, is crudely executed and the motto barely discernible, while the fine points enclosing the outer circle are rounded and misshaped. The serial numbering, also in red, is heavily printed, and all specimens to date show B21854686A. . Care should be exercised in handling notes of this variety and denomination, as this counterfeit will deceive the unwary. The Treasury Department has requested that any counterfeits which come to the attention of banks or others be forwarded with all available information to the office of the United States Secret Service having jurisdiction in their territory.
