This circular and list supersede and cancel Circular No. 1365, dated March 23, 1934, and the list submitted therewith. All checks or drafts payable in foreign countries, and all foreign correspondence involving payments or transfers of funds, or delivery of securities, must bear two authorized signatures, one of which shall be that of the Governor, a deputy governor, assistant to the Governor, or an assistant deputy governor. All instruments, documents, correspondence and other papers, in connection with the transaction of domestic business need bear but one authorized signature.
