The Federal Reserve Board has issued a schedule for review of its major
regulations, policy statements and other regulatory guidance, pursuant to the
requirements of section 303 o f the Riegle Community Development and
Regulatory Improvement Act of 1994.
The timetable should enable interested parties to comment meaningfully
at various points in the review process, including providing suggestions for the
development o f regulatory proposals.

S e c t i o n 3 0 3 ( a ) ( 1 ) o f t h e R ie g le

R e g u l a to r y I m p r o v e m e n t A c t o f 1 9 9 4
r e q u ir e s t h a t e a c h F e d e r a l b a n k in g
a g e n c y sh a ll, c o n s is te n t w ith th e
p r i n c i p l e s o f s a f e ty a n d s o u n d n e s s ,
s t a t u t o r y la w a n d p o l i c y , a n d t h e p u b li c
in te re s t:

(1) Conduct a review of the regulations and
w ritten policies o f that agency to—
(A) Stream line and m odify those
regulations and policies in order to improve
efficiency, reduce unnecessary costs, and
elim inate unwarranted constraints on credit
availability;
(B) Remove inconsistencies and outmoded
and duplicative requirem ents; and
(C) W ith respect to regulations prescribed
pursuant to section 18(o) of the Federal
Deposit Insurance Act (real estate lending
standards], consider the im pact that such
standards have on the availability o f credit
for sm all business, residential, and
agricultural purposes, and on low- and
m oderate-incom e com m unities;
(2) Work jointly w ith the other Federal
banking agencies to make uniform all
regulations and guidelines im plem enting
com m on statutory or supervisory policies;
and
(3) Subm it a joint report to the Congress at
the end o f such 2-year period [Septem ber 23,
1996] detailing the progress of the agencies
in carrying out [these provisions].

of the Bank Holding Company Act;
(4) Eased branching interpretations
regarding loan production offices; and
(5) R evised the Com m unity Reinvestm ent
Act regulations to em phasize performance,
promote consisten cy in evaluations, and
elim inate unnecessary burden.
