The Office o f Foreign Assets Control o f the D epartm ent o f the Treasury has
requested that we send you a special notification and partial list of blocked
Yugoslav entities, which has been printed on the following pages. Questions

The Treasury D epartm ent has been asked to cla rify the status o f various entities in w h ich the
G overnm ent o f the Federal Republic o f Yugoslavia (Serbia and M ontenegro) m ay have an in terest or
w h ich m ay be located in the Federal Republic o f Yugoslavia (Serbia and M onte n eg ro )("Y ug o sla via ") fo r
purposes o f Executive Orders 1 2 8 0 8 and 128 1 0. Based on in form a tion cu rre n tly available to the
O ffice o f Foreign A ssets C ontrol, the fo llo w in g partial list has been com piled.
The entities appearing on the "B locked Yugoslav Entities C urrently Id e n tifie d" list are deemed to be
o w ned or contro lled by the G overnm ent of Yugoslavia and the refore blocked by Sections 1 and 2 o f
Executive O rder 1 2 8 0 8 and S ection 1 o f Executive Order 1 2 8 1 0 . In addition, m any o f these entities
are located in Yugoslavia and th u s subject to the tra nsfe r re strictio n s contained in Section 2(g) o f
Executive O rder 1 2 8 1 0 . Section 2(g) prohibits transfers to or fo r the benefit o f the G overnm ent o f
Y ugoslavia or persons or entities located in Yugoslavia.
This list is n ot all-inclusive. A ll entities located or organized in Serbia and M ontenegro, and the ir
foreign subsidiaries, are presum ed to be ow ned or controlled by the G overnm ent o f Yugoslavia. U.S.
persons are prohibited fro m engaging in transactions w ith such entities, unless the transactions are
licensed by the O ffice o f Foreign A ssets C ontrol. In addition, all assets w ith in U.S. ju risd ictio n ow ned
o r contro lled by these entities are to be treated as blocked. U.S. persons are n o t prohibited, how ever,
fro m paying fu n d s ow ed to these entities into blocked accounts held in dom estic U.S. financial
in s titu tio n s . Com panies on the list kn ow n to be located in the U.S. are marked by an asterisk (*).
W arning: This lis t is subject to revision as additional in form ation becom es available. Do not assume
th a t a particular e n tity is free of ow nership or control by the G overnm ent of Yugoslavia or th a t it is
located outside of Yugoslavia based solely on its absence from the "Blocked Yugoslav Entities
