IRAQI SANCTIONS
Special Blocking M emorandum
To All Depository Institutions, and Others Concerned,
in the Second Federal Reserve District:

The Office of Foreign Assets Control of the Department of the Treasury has
requested that we provide all depository institutions, including foreign agencies,
in this District with a copy of the Special Blocking Memorandum that is printed
on the following pages. The Memorandum amends Appendix A to the Iraqi Sanc­
tions Regulations, sent to you with our Circular No. 10448, dated April 9, 1991.
Questions on this matter may be directed to the persons specified in the Mem­
orandum, or, at this Bank, to Bradley K. Sabel, Counsel (Tel. No. 212-720-5041).

and Request for Assistance

This is a request for immediate action,
The Office of Foreign Assets Control, pursuant to Executive
Orders* No* 12722 of August 2, 1990 and No* 12724 of August
9, 1990 ("Blocking Iraqi Government Property and Prohibiting
Transactions with Iraq"), section 203 of the International
Emergency Economic Powers Act, 50 U.S.C* 170i-170'5 ("IEEPA*1) /
section 5 of the United Nations Participation Act. 22 U*S*C.
287c, and section 575.306 of the Iraqi Sanctions Regulations,
3x C.r.R. Part 575 (56 FR 211:2, January 18, 199i, the
"Regulations"), find.* that there is reasonable cause to
believe that on or since the effective date (August. 2, 1990
at 5; c o a.sw EST) , the persons identified in the Appendix to

this memorandum have, been owned or controlled by or have
acted or purported to act directly or indirectly on behalf
of the Government of Iraq or the authorities thereof*
Consequently, pursuant to section 575,206(d) of the
Regulations, the persons listed at Appendix A to this
memorandum have been determined to be specially designated
nationals of the Government of Iraq and, therefore, to be
subject to the same prohibitions applicable to th«i
Government of Iraq*
These names are to be added to the
previously published list of specially designated nationals
of the Government of Iraq (56 m 13584, April 3, 3991).
All
real and personal property of the persons identified in the
Appendix to this memorandum as; added to the list cf
specially designated nationals of the Government cf Iraq,
including but not limited to all accounts in which those
persons have any interest, are blocked; and all transactions
involving any person named in the Appendix are prohibited.
All Federal Reserve Banks, including branches and other
offices, are requested to notify all depository
Institutions, including foreign agencies, in their district
of these determinations and to instruct them that all such
accounts are blocked and that no transactions concerning
such^accounts or the persons described in the Appendix are
permitted except as specifically authorized by the Director,
Office of Foreign Assets Control.

Furthermore, we request that bank® be instructed, :Ln
accordance with section 575.6011 of the Regulations and
section 203(a)(2) of IEEPA, to report, under oath, any
blocked property within their possession of the persons
named in the Appendix and all transactions therein, on or
after the effective date*
Such reports should adlre^s all
prohibited transactions that are or were blocked .ay the
banks and all transactions that: are or were attempted but
not consummated. Reports should be sent directly to the
Office of Foreign Assets Control within 10 days of receipt
of the Federal Reserve Bank's notification or, in the case
of attempted transactions, within 10 d«ys of occurrenceThe banks' reports should include all Information within
their possession, control or custody, detailing the blocked
property (including accounts) a of August 2, 199'),

specifically identifying w h e n such piroperty is now held,
and separately accounting for any transfers of property
since August 2, 199C«
In the case of accounts of any
nature, the bank or other financial institution should
provide the account number, the amount: on deposit, available
credit: or balance outstanding, and the name and address of
the institution or agency holding the account; and it should
provide evidence confirming that the account is being
maintained in a blocked status*

In the case of attempted transactions involving the persons
named in the Appendix or relating to their accounts,, the
bank should provide the names, addresses, account numbers,
,ind any other available information identifying the parties
or intended parties, including all financial institutions,
Involved with the attempted transaction.
All restrict ions and reporting requirements .concerning the
entities identified at Appendix A as having been removed
:!rom the list of specially designated nationals of the
Government of Iraq are hereby lifted.
