This index, adjusted for norm a l seasonal variations, is based on d a t a reported m o n t h l y
from approximately 1,800 counties, cities, townships, or other
governmental divisions and measures t h e n u m b e r of p r o p erties acquired m o n t h l y t h r o u g h foreclosures. Approxim a t e l y 75 percent of all nonfarm dwellings are included in
this sample. Although non-residential a n d multi-family
foreclosures comprise a b o u t 15 percent of t h e totals used,
this index is a gauge of t h e ability of home owners t o meet
obligations.
RENTAL INDEX: Compiled by t h e Bureau of Labor Statistics,
based on rent d a t a collected for all types of dwellings occupied
by wage earners a n d lower-salaried workers in 34 large cities.

INDUSTRIAL PRODUCTION: Compiled by the Division of

This seasonally adjusted index was completely revised in October 1943 a n d a detailed description is
included in t h e Federal Reserve Bulletin for t h a t m o n t h .
The
index is a n over-all measure of changes in t h e physical volume
of production of manufactures a n d minerals; it does not cover
other types of goods a n d services nor reflect changes in prices.
I t is derived from 100 individual series—16 groups of m a n u facturing industries a n d two groups of mining industries.

WHOLESALE BUILDING-MATERIAL PRICES: Compiled by
t h e Bureau of Labor Statistics on an original base of 1926=^ 100,
converted by t h e Division of Operating Statistics, F H L B A .
I t is one of t h e 10 major classifications included in the weekly
price series based on 889 commodities, prepared by the B L S .
Wholesale delivery prices are obtained weekly for these items
in 48 selected cities and a monthly average is c o m p u t e d from
these figures. T h e composite building-material index does
not pertain strictly to home building b u t provides the best
available guide to the fluctuations in wholesale prices of
materials which loom large in the construction of residential
structures.

Labor Statistics on an original base of 1 9 2 6 = 1 0 0 , converted
by t h e Division of Operating Statistics, F H L B A . This index
is one of t h e component p a r t s of t h e wholesale buildingmaterial price index mentioned above. I n all, 44 different
lumber items are included in this new series (revised in 1940).
Because of the i m p o r t a n t bearing of t h e lumber factor upon
the total cost of t h e typical single-family home, price fluctuations evidenced in this series are of particular significance
to home-financing institutions.
SAVINGS A N D L O A N MORTGAGE LENDING: Compiled
by t h e Division of Operating Statistics, FHLBA, from monthly
reports of cooperating savings a n d loan associations. F o r
complete description of source see t h e note on savings a n d
loan mortgage-lending statistics on page 4. T h e index, adjusted for seasonal variations a n d c o m p u t e d from d a t a on
the total loans made by all savings a n d loan associations, is
an i m p o r t a n t yardstick in measuring the activity of these
institutions against influencing factors in t h e real-estate and
home-financing fields.

NONFARM FORECLOSURES: Compiled by the Division of

These statistics represent t h e
estimated n u m b e r of foreclosures in t h e United States in all
nonfarm areas, and are based on d a t a reported monthly from
approximately 1,800 counties, cities, townships, or other
political divisions. About 75 percent of all nonfarm dwellings
are located in the areas included in this sample. (See R E VIEW, Table 10).

D E S C R I P T I O N OF H O U S E

The house on which costs are reported is a detached 6-room
home of 24,000 cubic feet volume. Living room, dining room,
kitchen, a n d lavatory on first floor; three bedrooms a n d b a t h
on second floor. I t is not completed ready for occupancy.
I t includes only fundamental structural elements—an attached
1-car garage, unfinished cellar, unfinished attic, fireplace,
essential heating, plumbing, a n d electric wiring facilities, a n d
complete insulation.
Reported costs do not include t h e cost of land or surveying,
landscaping, walks a n d driveways, nor architect's fee, cost of
the building permit, financing charges, nor sales costs. (See
R E V I E W , S e p t e m b e r 1939, p . 383).

WAR BOND SALES: Compiled by t h e FHLBA from official
reports of t h e U. S. Treasury, W a r Savings Staff. Prior t o
M a y 1941, Series E figures were based on cash sales of U. S.
Savings Bonds ("baby b o n d s " ) , also designed t o fit t h e needs
of savers with limited incomes. (See R E V I E W , Table 13).

The indexes provide a basis for t h e s t u d y of t h e trend of
costs within an individual reporting c o m m u n i t y or a comparison of the trends in different cities a n d Bank Districts. (See

This index is a 3-month
moving average of cost estimates for approximately 80
different cities reporting in 3-month intervals. T h e various
units of materials a n d labor are selected t o conform with their
contribution t o t h e t o t a l cost of t h e completed dwelling.
Tn figuring costs, current prices on t h e same buildingmaterials lists are obtained every 3 m o n t h s from t h e same
dealers a n d current wage rates are obtained from t h e same
contractors a n d operative builders b y H O L C field personnel.
T h e Bureau of Labor Statistics furnishes current prices on
building materials for some cities. Although shortages of
materials a n d priority restrictions preclude t h e actual construction of this house under w a r t i m e conditions, tests indicate
t h a t t h e indexes measure fairly closely t h e cost changes for
smaller frame structures t h a t now can be built.
T h e index reflects t h e changes in material a n d labor costs.
Allowances for overhead a n d profit, which were previously
included in t o t a l costs, wrere based on a flat percentage of t h e
material a n d labor costs a n d therefore did n o t affect t h e movements of t h e series; no such allowances are included now t h a t
the index is expressed in relative t e r m s only.

s t a n d a r d house appeared in t h e REVIEW T , J a n u a r y and
F e b r u a r y 1936, a n d a limited n u m b e r of reprints of these
articles are available on request. T h e following notes on
tables appearing on pages 8 a n d 9 are also applicable t o this

t h a n 2,000 cities a n d towns. Calculations since 1940 are
based on t h e population figures of t h e 1940 Census. Figures

from m o n t h l y reports prep a r e d b y cooperating institutions. T h e coverage on which
final estimates are based includes approximately 600 areas
which contain almost two-thirds of t h e t o t a l nonfarm population.
Since almost every mortgage is recorded, this index provides a n a d e q u a t e appraisal of t h e role being played by various
types of lenders. T o relate mortgage recording t o t h e financing of 1- t o 4-family homes, only mortgages of $20,000 or
less on properties in nonfarm areas are counted.
I t m u s t be pointed out, however, t h a t mortgage-recording
d a t a are n o t directly comparable with t h e estimates on homemortgage lending presented in Tables 14 a n d 15. T h e periods
covered are n o t necessarily t h e same. Lending statistics are
reported as of t h e date of loan commitment, while recording
figures reflect t h e actual date of mortgage registrations.
Further, alterations in t h e terms of a n existing contract m a y
necessitate a new registration. In t h e case of refinancing an
institution's own mortgage, for example, t h e face amount of
t h e i n s t r u m e n t would appear in t h e recording totals whereas
only t h a t portion which represented an increase of funds
loaned would be included in t h e monthly lending figures.
Table 16 shows t h e estimated a m o u n t of mortgages recorded
t h r o u g h o u t t h e United States b y each t y p e of lender in each
m o n t h since J a n u a r y 1940. I t also shows t h e relationship
of t h e business done by each t y p e of mortgagee t o t h e total
volume of business for a n y given m o n t h as well as by t h e
a n n u a l t o t a l . (See R E V I E W , Table 9.)
Table 17 provides a detailed s u m m a r y of t h e annual recordings m a d e b y each t y p e of mortgagee from 1940 through 1943,
broken down by F H L B Districts a n d by individual States.
