to the FEDERAL H O M E L O A N BANK REVIEW is designed to bring together, in convenient form, a vast quantity of pertinent reference material bearing upon residential construction and home-financing activities. The Supplement provides statistical information covering approximately a 10-year period, including all revisions made up to the beginning of the current year. to facilitate comparisons. Indexes are presented on a base of 1935-1939 = 100, Space is provided in most instances for inserting 1944 data as they become avail- able in regular tables of the REVIEW. The presentation of this Supplement would not have been possible without the full cooperation of the Division of Operating Statistics of the Federal Home Loan Bank Administration; the Bureau of Labor Statistics in the U. S. Department of Labor,- and the Division of Research and Statistics of the Federal Housing Administration. Their contribution is sincerely appreciated. Explanatory notes on page 3 give a description of the source, coverage, method of computation, and application of the statistical series included on the following pages. S. D e p a r t m e n t of Labor, based on estimates of t h e n u m b e r of 1- a n d 2-family, privately financed dwelling units provided in all u r b a n areas. T h e index data, adjusted for normal seasonal fluctuations, reveal essential m o v e m e n t s in t h e volume of new housing facilities currently provided. N O N F A R M FORECLOSURES: Compiled by t h e Division of Operating Statistics, FHLBA. This index, adjusted for norm a l seasonal variations, is based on d a t a reported m o n t h l y from approximately 1,800 counties, cities, townships, or other governmental divisions and measures t h e n u m b e r of p r o p erties acquired m o n t h l y t h r o u g h foreclosures. Approxim a t e l y 75 percent of all nonfarm dwellings are included in this sample. Although non-residential a n d multi-family foreclosures comprise a b o u t 15 percent of t h e totals used, this index is a gauge of t h e ability of home owners t o meet obligations. RENTAL INDEX: Compiled by t h e Bureau of Labor Statistics, based on rent d a t a collected for all types of dwellings occupied by wage earners a n d lower-salaried workers in 34 large cities. This series is p a r t of t h e comprehensive cost-of-living d a t a recorded by t h e B L S . For more complete information see t h e Monthly Labor Review, August 1940, p p . 367-404. INDUSTRIAL PRODUCTION: Compiled by the Division of Research and Statistics, Board of Governors of the Federal Reserve System. This seasonally adjusted index was completely revised in October 1943 a n d a detailed description is included in t h e Federal Reserve Bulletin for t h a t m o n t h . The index is a n over-all measure of changes in t h e physical volume of production of manufactures a n d minerals; it does not cover other types of goods a n d services nor reflect changes in prices. I t is derived from 100 individual series—16 groups of m a n u facturing industries a n d two groups of mining industries. MANUFACTURING EMPLOYMENT: Compiled by t h e Bureau of Labor Statistics on t h e basis of 1 9 3 9 = 1 0 0 , converted a n d adjusted for seasonal variations by t h e Division of Operating Statistics, F H L B A ; T h e basis of this index was revised by t h e BLS in F e b r u a r y 1943. (See Monthly Labor Review, J a n u a r y 1944, p . 214, a n d F e b r u a r y 1944, p . 440.) A further break-down between employment in durable and nondurable goods industries is available from the B L S . Page 6 NATIONAL INCOME PAYMENTS: Compiled by t h e Bureau of Foreign and Domestic Commerce a n d adjusted for seasonal variations. This series was revised in August 1943. (See Survey of Current Business for t h a t m o n t h , p . S-l.) I t is m a d e up of estimates of t h e income received from salaries a n d wages, direct or other relief p a y m e n t s , social security i All indexes are on t h e basis of 1 9 3 5 - 1 9 3 9 = 1 0 0 . benefits a n d other labor income, entrepreneurial income a n d net rents a n d royalties. T h e index is useful primarily in indicating t h e changes in t h e dollar volume of income p a y m e n t s . However, because it does not reflect changes in t h e basic price levels, it does not measure t h e purchasing power of a given income. WHOLESALE BUILDING-MATERIAL PRICES: Compiled by t h e Bureau of Labor Statistics on an original base of 1926=^ 100, converted by t h e Division of Operating Statistics, F H L B A . I t is one of t h e 10 major classifications included in the weekly price series based on 889 commodities, prepared by the B L S . Wholesale delivery prices are obtained weekly for these items in 48 selected cities and a monthly average is c o m p u t e d from these figures. T h e composite building-material index does not pertain strictly to home building b u t provides the best available guide to the fluctuations in wholesale prices of materials which loom large in the construction of residential structures. WHOLESALE LUMBER PRICES: Compiled by the Bureau of Labor Statistics on an original base of 1 9 2 6 = 1 0 0 , converted by t h e Division of Operating Statistics, F H L B A . This index is one of t h e component p a r t s of t h e wholesale buildingmaterial price index mentioned above. I n all, 44 different lumber items are included in this new series (revised in 1940). Because of the i m p o r t a n t bearing of t h e lumber factor upon the total cost of t h e typical single-family home, price fluctuations evidenced in this series are of particular significance to home-financing institutions. SAVINGS A N D L O A N MORTGAGE LENDING: Compiled by t h e Division of Operating Statistics, FHLBA, from monthly reports of cooperating savings a n d loan associations. F o r complete description of source see t h e note on savings a n d loan mortgage-lending statistics on page 4. T h e index, adjusted for seasonal variations a n d c o m p u t e d from d a t a on the total loans made by all savings a n d loan associations, is an i m p o r t a n t yardstick in measuring the activity of these institutions against influencing factors in t h e real-estate and home-financing fields. N O T E — C u r r e n t d a t a for each of the foregoing indexes m a y be found in t h e Monthly Survey section of t h e R E V I E W . NONFARM FORECLOSURES: Compiled by the Division of Operating Statistics, FHLBA. These statistics represent t h e estimated n u m b e r of foreclosures in t h e United States in all nonfarm areas, and are based on d a t a reported monthly from approximately 1,800 counties, cities, townships, or other political divisions. About 75 percent of all nonfarm dwellings are located in the areas included in this sample. (See R E VIEW, Table 10). Page 7 NONFARM HOME-MORTGAGE DEBT: Compiled by t h e Division of Operating Statistics, FHLBA, from special studies and reported statistics of various types of mortgage-lending institutions. The d a t a are confined to loans on 1- to 4-family homes in order to eliminate mortgages on farm or commercial 3 properties. Estimates for 1943 will not be available until a b o u t September 1944. F o r a complete description of t h e sources a n d methods used in arriving a t t h e total mortgages held by each type of lender, see R E V I E W , N o v e m b e r 1939, p. 5 1 . " PRIVATE SAVINGS: Compiled by t h e FHLBA from monthly reports of insured savings a n d loan associations (private repurchasable share capital invested); Postal Savings Division of t h e U. S. Post Office D e p a r t m e n t (balance on deposit t o credit of depositors); semi-annual surveys of t h e Federal Deposit Insurance Corporation (amount of time deposits evidenced b y savings passbooks, estimated since December 1942); a n d semi-annual surveys b y t h e National Association of M u t u a l Savings Banks (reported deposits). D E S C R I P T I O N OF H O U S E The house on which costs are reported is a detached 6-room home of 24,000 cubic feet volume. Living room, dining room, kitchen, a n d lavatory on first floor; three bedrooms a n d b a t h on second floor. I t is not completed ready for occupancy. I t includes only fundamental structural elements—an attached 1-car garage, unfinished cellar, unfinished attic, fireplace, essential heating, plumbing, a n d electric wiring facilities, a n d complete insulation. Reported costs do not include t h e cost of land or surveying, landscaping, walks a n d driveways, nor architect's fee, cost of the building permit, financing charges, nor sales costs. (See R E V I E W , S e p t e m b e r 1939, p . 383). WAR BOND SALES: Compiled by t h e FHLBA from official reports of t h e U. S. Treasury, W a r Savings Staff. Prior t o M a y 1941, Series E figures were based on cash sales of U. S. Savings Bonds ("baby b o n d s " ) , also designed t o fit t h e needs of savers with limited incomes. (See R E V I E W , Table 13). The indexes provide a basis for t h e s t u d y of t h e trend of costs within an individual reporting c o m m u n i t y or a comparison of the trends in different cities a n d Bank Districts. (See COST OF THE STANDARD HOUSE: Compiled by t h e Division of Operating Statistics, FHLBA. This index is a 3-month moving average of cost estimates for approximately 80 different cities reporting in 3-month intervals. T h e various units of materials a n d labor are selected t o conform with their contribution t o t h e t o t a l cost of t h e completed dwelling. Tn figuring costs, current prices on t h e same buildingmaterials lists are obtained every 3 m o n t h s from t h e same dealers a n d current wage rates are obtained from t h e same contractors a n d operative builders b y H O L C field personnel. T h e Bureau of Labor Statistics furnishes current prices on building materials for some cities. Although shortages of materials a n d priority restrictions preclude t h e actual construction of this house under w a r t i m e conditions, tests indicate t h a t t h e indexes measure fairly closely t h e cost changes for smaller frame structures t h a t now can be built. T h e index reflects t h e changes in material a n d labor costs. Allowances for overhead a n d profit, which were previously included in t o t a l costs, wrere based on a flat percentage of t h e material a n d labor costs a n d therefore did n o t affect t h e movements of t h e series; no such allowances are included now t h a t the index is expressed in relative t e r m s only. A detailed description of t h e index and specifications for t h e s t a n d a r d house appeared in t h e REVIEW T , J a n u a r y and F e b r u a r y 1936, a n d a limited n u m b e r of reprints of these articles are available on request. T h e following notes on tables appearing on pages 8 a n d 9 are also applicable t o this table. (See R E V I E W , Table 4). RESIDENTIAL CONSTRUCTION: Compiled by t h e Bureau of Labor Statistics, from building permits received from more t h a n 2,000 cities a n d towns. Calculations since 1940 are based on t h e population figures of t h e 1940 Census. Figures for 1939 a n d prior years are based on t h e 1930 Census. COST OF BUILDING THE SAME STANDARD HOUSE IN SELECTED CITIES: Compiled b y t h e Division of Operating Statistics, FHLBA. These d a t a are t h e basic material for t h e computation of t h e small-house building cost index, a n d are preserved in view of t h e influence exercised by construction costs on t h e volume of home building a n d on t h e value of existing security for mortgages. Approximately 3,000 Federal, State-member, a n d nonmember associations whose assets represent about 74 percent of t h e t o t a l assets of all savings a n d loan associations are included in t h e sample of institutions upon which t h e final estimates are based. Table 14 shows a breakdown of t h e t o t a l loans by purpose a n d by class of association originating t h e loans. T h e percent distribution indicates t h e relation of t h a t purpose or class t o the aggregate loans for t h e year. Table 15 shows volume of loans by F H L Bank Districts. (See R E V I E W , Tables 6 a n d 7.) Pases 20, 2 1 , 22, and 23 MORTGAGE-RECORDING D A T A : Compiled by t h e Division of Operating Statistics, FHLBA, from m o n t h l y reports prep a r e d b y cooperating institutions. T h e coverage on which final estimates are based includes approximately 600 areas which contain almost two-thirds of t h e t o t a l nonfarm population. Since almost every mortgage is recorded, this index provides a n a d e q u a t e appraisal of t h e role being played by various types of lenders. T o relate mortgage recording t o t h e financing of 1- t o 4-family homes, only mortgages of $20,000 or less on properties in nonfarm areas are counted. I t m u s t be pointed out, however, t h a t mortgage-recording d a t a are n o t directly comparable with t h e estimates on homemortgage lending presented in Tables 14 a n d 15. T h e periods covered are n o t necessarily t h e same. Lending statistics are reported as of t h e date of loan commitment, while recording figures reflect t h e actual date of mortgage registrations. Further, alterations in t h e terms of a n existing contract m a y necessitate a new registration. In t h e case of refinancing an institution's own mortgage, for example, t h e face amount of t h e i n s t r u m e n t would appear in t h e recording totals whereas only t h a t portion which represented an increase of funds loaned would be included in t h e monthly lending figures. Table 16 shows t h e estimated a m o u n t of mortgages recorded t h r o u g h o u t t h e United States b y each t y p e of lender in each m o n t h since J a n u a r y 1940. I t also shows t h e relationship of t h e business done by each t y p e of mortgagee t o t h e total volume of business for a n y given m o n t h as well as by t h e a n n u a l t o t a l . (See R E V I E W , Table 9.) Table 17 provides a detailed s u m m a r y of t h e annual recordings m a d e b y each t y p e of mortgagee from 1940 through 1943, broken down by F H L B Districts a n d by individual States. T h e percentage figures relate t o t h e share of t h e t o t a l m o r t gage-recording business in a given area. (See R E V I E W , Table 8.) Pages 24 and 25 FEDERAL H O M E [LOAN BANK ADVANCES: Compiled by t h e Bank Operations Section, FHLB A. T h e ability of t h e F H L B System t o serve as a credit reservoir for its member institutions is best demonstrated by t h e volume of Federal H o m e Loan Bank advances since t h e inception of t h e System in 1932. Table 18 shows, by months, t h e amount of new 28 advances made, r e p a y m e n t s on old balances, a n d advances still outstanding a t t h e end of t h e period. Table 19 indicates t h e balance o u t s t a n d i n g a t t h e end of each m o n t h for each of t h e 12 regional F H L B a n k s . (See R E V I E W , T a b l e 12.) Pose 26 PROGRESS O F INSURED ASSOCIATIONS: Compiled by the Division of Operating Statistics, FHLBA, from t h e monthly reports required of all institutions insured by t h e Federal Savings a n d Loan Insurance Corporation. T h e selected balance-sheet items presented are as of t h e end of t h e reporting period. D a t a on operations represent t h e monthly total of new mortgage loans made, a n d t h e total a m o u n t of new private investments a n d repurchases. T h e repurchase ratio is obtained by dividing t h e repurchases for t h e m o n t h by the total new investments received a n d it would be possible, therefore, for this figure t o exceed 100 percent if there was a n e t decline in share capital. T h e resulting ratio measures t h e flow of capital into a n d o u t of insured associations. (See R E V I E W , T a b l e 15.) Page 27 FEDERAL H O M E L O A N BANK SYSTEM: Compiled by t h e Division of Operating Statistics, FHLBA. This table, showing the n u m b e r a n d assets of all m e m b e r institutions of t h e F H L B System, is based on t h e annual reports s u b m i t t e d by members, and is broken down into t h e various types of institutions. Quarterly figures are estimated. (See R E V I E W , Table 18.) INSURED M O R T G A G E OPERATIONS: Compiled by t h e Division of Research and Statistics, Federal Housing Administration. This table shows t h e n u m b e r of mortgages which became premium-paying (i. e., actually in effect) from 1937 through 1943. T h e various Titles indicate t h e p a r t of t h e National Housing Act under which t h e y were processed. N o t all Titles have been in effect during t h e entire period. All d a t a are for mortgages on 1- t o 4-family houses. Figures represent t h e gross insurance written during t h e period and do n o t t a k e account of principal r e p a y m e n t s on previously insured loans. Title I, Class 3, a n d Title VI loans are all on newly constructed homes. Title I I loans m a y be either on new or existing dwellings. T h e minus sign in Title I, Class 3 indicates adjustments reported in previous m o n t h s . (See R E V I E W , T a b l e 11.) INSURED M O R T G A G E HOLDINGS: Compiled by t h e Division of Research and Statistics, Federal Housing Administration. Based on t h e original face amount of instruments, this table shows t h e insured mortgages held by t h e various classes of institutions. Figures do n o t include terminated mortgages or cases in transit to or being audited by t h e F H A . They include only the mortgages on 1- to 4-family homes insured under Titles I I and VI. T h e Federal agency classification includes t h e R F C Mortgage Company, Federal National Mortgage Association, a n d t h e U. S. Housing Corporation. T h e " o t h e r " classification includes mortgage companies, finance companies, endowed institutions, p r i v a t e a n d State benefit funds, etc. December 1943 figures were n o t available in time for inclusion in t h e Supplement.
