ECONOMIC UPDATE: EL PASO
El Paso non-farm employment
increased in December at a 3.6
percent annualized rate. Overall in
2007, El Paso added 3,000 new jobs,
representing a 1.1 percent increase.
During December, the job gains were
widespread among sectors with only

the information, and leisure and
hospitality sectors registering job
losses. In spite of job gains in
December, the unemployment rate
jumped to 6 percent, from 5.6 percent
in November. In December, retail
sales tax rebates increased by 2.6

percent. The El Paso Business-cycle
Index increased at a 3.1 percent
annualized rate in December. On a
year-over-year basis, the El Paso
Business-cycle Index posted an
increase of almost 2 percent,
indicating a solid growth rate.

ECONOMIC UPDATE: CD. JUAREZ
Juarez employment decreased in
January at a 4.5 percent annualized
rate. In 2007, total payroll increased
by almost 8,000 jobs, representing a
2.1 percent increase. The job losses
were widespread across sectors
during January. Only the
construction, trade and services
sectors posted job gains. On the other
hand, manufacturing posted a decline

of 12.6 percent, translating into a loss
of approximately 2,700 jobs. This
decline is related to the slowdown in
industrial activity in the U.S. during
the last quarter of 2007. In
December, retail sales declined by
6.3 percent. U.S. industrial
production registered a 2.1 percent
year-over-year increase in January.
Mexico’s industrial production grew

at a 1.0 percent rate in December. As
the chart below shows, there is a
close relationship between
maquiladora employment and U.S.
and Mexico manufacturing indices,
which have posted sluggish growth
rates in the recent months; thus, it is
likely that the maquiladora industry
in Ciudad Juarez will follow suit in
the next few months.
