ECONOMIC UPDATE: EL PASO
El Paso non-farm employment
declined in August at a 6.5 percent
annualized rate. However, year-todate El Paso has added almost 3,000
new jobs. The sectors that were
responsible for the negative job
postings were manufacturing, trade,
transportation and utilities,
professional and business services,

and government. Leisure and
hospitality, and other services posted
job gains while the rest of the sectors
remained unchanged. In spite of the
job losses in August, the
unemployment rate declined to 5.4
percent, from 6 percent in July. In
July, retail sales tax rebates increased
significantly, by more than 12

percent, after posting a strong decline
in June. The El Paso Business-cycle
Index increased at a 3.4 percent
annualized rate in July; however, once
the August decline in employment is
included in the computation of this
index, it is likely that it will show a
slower growth rate and perhaps even a
negative growth rate.

ECONOMIC UPDATE: CD. JUAREZ
Juarez employment increased in
August at a 4.4 percent annualized
rate. So far in 2007, total payroll has
increased by almost 8,500 jobs. The
job gains in August were widespread
across sectors, with only the
agriculture and mining, and trade
sectors posting job losses of 5.3

percent and 2.4 percent, respectively.
In July, retail sales decreased by 1.8
percent, after showing growth in June.
U.S. industrial production registered a
1.7 percent year-over-year growth in
August. Mexico’s industrial
production grew at a rate of 1.9
percent in July. As the chart below

shows, there is a close relationship
between maquiladora employment and
U.S. and Mexico manufacturing
indices, which are growing at a slower
rate, as the most recent data shows;
thus, the maquiladora industry in
Ciudad Juarez is likely to follow suit
in the next couple of months.
