FEDERAL RESERVE BANK OF DALLAS Dallas, Texas, November 3, 1939 To the Member Banks of the Eleventh Federal Reserve District: Article 4591 of the Revised Civil Statutes of Texas reads in part as follows: “ * * * and all days appointed by the President of the United States or by the Governor as days of fasting and thanksgiving * * * are declared legal holidays.’' Since the President of the United States has proclaimed Thursday, November 23, 1939, as Thanksgiving Day, and the Governor of Texas has proclaimed both November 23 and November 30 as days of thanksgiving, this bank and its branches will observe both days as legal holidays.
