Foran as director of publicity for Victory Fund drives in the Eleventh Federal Reserve District, also tells what steps are being planned for mass-selling of Victory Fund offerings in April through a greatly expanded volunteer sales forced back by publicity which is designed to pre-sell the prospective buyer before the salesman’s call. If you will publish this story or the sense of its contents as rewritten by your staff, I believe the item can do much to inform all citizens of the need for direct purchase by plain citizens of an increasing percentage of Victory Fund offerings, and at the same time induce the sending in to Mr. Foran of many practical suggestions whereby this need can be made clearer to the public. S. A . in April, Mr. R. R. Gilbert, President of the Dallas Federal Reserve Bank and Chairman of the Eleventh Federal Reserve Bank’s Victory Fund Committee, announced, as of March 1, the appointment of Stanley W. Foran as publicity director for the district’s next all-out, doorto-door sales campaign. Mr. Gilbert pointed out that, with a background of many years of experience in advertising and publicity work, Mr. Foran con tributed much to the success of advertising and publicity in the Victory Fund drive of last December, and has been granted an indefinite leave of absence as Advertising Co-ordinator of the Dallas Power & Light Company in order to devote his full capability to the April and subsequent Victory Fund drives. According to Mr. Gilbert, his district is shooting at the goal of reaching the head of every family in the 311 counties served by the Eleventh Federal Reserve Bank with a person-to-person story of why direct investment by plain citizens is the best way both to finance the winning of the war and to preserve the value of the American dollar. To accomplish this, he says, 25,000 volunteer workers are now being recruited from banks, insurance companies, building and loan associations and other financial and business Institutions in the Dallas Federal Reserve Bank’s territory. This recruiting, and the training of these volunteer advocates of the American Way of financing a Freedom's War with the savings of -2 - Free Merij 'Till take place throughout the month of March as a preliminary to a three-weeks Victory Fund drive to start early in April. Mr. Gilbert emphasized that while 'this training of volunteers to contact every family is taking place, the preparing of a story to be told by press, radio, motion picture theatres and public speakers will be handled by Mr. Foran, who will at the same time assist campaign managers in the various regional and local areas of the Eleventh Federal Reserve District in enlisting the volunteer services of speakers, publishers, broadcasters and theatre operators in the telling of the Victory Fund story. If the plan as visualised is successfully carried out, every citizen will know, in advance of a volunteer salesman’s call, the full necessity of putting his savings to work both for victory and to protect* the dollar’s value; and each of the 25,000 volunteer salesmen will need to contact only 3 or 4 persons per day, during the three-weeks drive, to give spedific advice as to which of the several U, S, Treasury’s April offerings most perfectly fit each buyer’s needs. Publishers of newspapers, owners and operators of outdoor posting plants, radio station program directors and all othc.rs in the Eleventh Federal Reserve District who direct the activities of public : information facilities are urged by Mr. Gilbert to give Mr. Foran any suggestions they have for ways and means to increase the plain citizen’s knowledge of Victory Fund offerings.
