TREASURY DEPARTMENT Foreign Funds Control April 22, 1944 PUBLIC CIRCULAR NO. 7B UNDER EXECUTIVE ORDER NO. 8389, AS AMENDED, EXECUTIVE ORDER NO. 9193, SECTIONS 3 (a) AND 5 (b) OF THE TRADING WITH THE ENEMY ACT, AS AMENDED BY THE FIRST WAR POWERS ACT, 1941, RELATING TO FOREIGN FUNDS CONTROL.* Remittances to Switzerland under General License No. 32 (1) Reference is made to General License No. 32 relating to remittances for necessary living expenses. (2) Notwithstanding the provisions of paragraph (1) (c) of General License No. 32, any remittance pursuant to such general license to a payee within Switzerland may be effected only by the payment of the dollar amount of the remittance to a domestic bank for credit to a blocked account in the name of a banking institution within Switzer land.
