REGULATION BB—AMENDMENT TO THE COMMUNITY REINVESTMENT ACT
(Regarding Banks Predominantly Serving M ilita ry Personnel)

TO ALL MEMBER BANKS AND
BANK HOLDING COMPANIES IN THE
ELEVENTH FEDERAL RESERVE DISTRICT:
The Board of Governors has adopted an amendment to Regulation BB
(Community Reinvestment Act) which reflects a November 1978 change by
Congress In the underlying Community Reinvestment Act of 1977. The change
relates to those banks and other financial institutions whose business predom­
inantly consists of serving the needs of m ilitary personnel and related parties
who are located outside the institutions' local communities.
The new amendment permits those institutions whose most important
aspect of business relates to meeting the financial needs of m ilitary personnel
to delineate two communities for Community Reinvestment Act purposes, a
"local community" and a "m ilitary community." Those community definitions
for "m ilitary communities" should be delineated by w ritten description rather
than a map. The amendment is effective A p ril 26, 1979.

Member banks and others that maintain Regulations Binders should file the
amendment in their binders. Any questions concerning Regulation BB should

(1) Paragraph (b) is revised by deleting the
word “A ” at the beginning o f the first sentence
o f the paragraph and inserting, “ Except as pro­
vided in paragraph (c) o f this section, a” .. ..

(c)
A state member bank whose business predom­
inantly consists o f serving persons who are active
duty or retired military personnel or their de­
pendents and who are located outside o f its local
community or communities, may delineate a “ mili­
tary community” for those customers in addition
to its local community or communities. Provisions
o f this part concerning local communities shall
also apply to military communities, except that
military communities shall be delineated by a
written description rather than a map.
