To All Banking Institutions, and Others Concerned,
in the Eleventh Federal Reserve District:
The Secretary of the Treasury has issued the following public circular:
“ PUBLIC CIRCULAR NO. 3, UNDER EXECUTIVE ORDER NO. 8389
of April 10, 1940, as amended, and Regulations issued pursuant thereto,
relating to transactions in foreign exchange, etc.*
The Treasury Department has made the following reply to inquiries
relative to General Licenses Nos. 15, 53, and 58:
Transactions may be engaged in pursuant to the terms and condi­
tions of such general licenses, irrespective of the ownership, control
or documentation of the vessel on which the goods, wares and mer­
chandise are shipped, and irrespective of whether or not freight on
such goods, wares and merchandise has been prepaid.
