To All Issuing Agents in the
Eleventh Federal Reserve District:
The Treasury Department, in its continuing effort to economize where possible, has
under consideration a proposal to reduce the size of the combination duplicate registration
stub and backing sheet used with the type A assembly for Series E savings bonds. The
proposed change, if made, would eliminate that part of the orange stub bearing the word­
ing “ Caution! In order to facilitate machine accounting, please tear white card cleanly
from end stub.”
This reduction in the size of the duplicate stub should result in substantial annual
savings. However, before taking final action the Department is interested in obtaining
comments of issuing agents. If you have any objections to the proposal, please let us know
by return mail.
In addition, the Treasury has requested that issuing agents examine their bond issuing
procedure for the purpose of determining whether issue schedules, or other records, might
be used in lieu of duplicate registration stubs. If such records reflect for each bond the
denomination, serial number, date issued, issue date, and form of registration, the agent is
requested to use either type C or D assembly, neither of which contains a duplicate regis­
tration stub. The table on the reverse of this circular letter describes the different Series E
bond stub assemblies.
If you desire to use either type C or D in lieu of type A assembly, please write us to
that effect.
