F e d e r a l R e s e r v e B a n k O F DALLAS D allas, Texas, July 30, 1962 OFFICIAL ANNOUNCEMENT To All Banks in t h e Eleventh Federal R e se rv e District: I am pleased to announce that the Board of Directors of the Federal Reserve Bank of Dallas has made the following changes in the official staff of the Bank, effective August 1, 1962. Philip E. Coldwell, formerly Vice President in charge of the Research Department, has been designated Vice President and Economic Adviser, attached to the office of the President. Ralph T. Green has been employed as Vice President of the Bank and will have general supervision over the Research Department. Mr. Green, formerly Financial Economist with the Bank, has been Director of the Texas Commission on Higher Education for the past six years. J. Z. Rowe, Senior Economist and Assistant Director of Research, has been promoted to Director of Research. Leon W. Cowan, formerly a senior examiner, has been promoted to Assistant Vice Presi dent and assigned to the Examination Department, with direct responsibilities over the Review and Analysis Section.
