NOMINATIONS FOR DIRECTORS

To the Member Banks of the
Eleventh Federal Reserve District:
In accordance with the provisions of section 4 of the Federal Reserve Act and my circular
dated September 29, 1943, in regard to election of directors of this bank to succeed Frank Turner,
Class A director, and George A. Hill, Jr., Class B director, there is given herewith a list of candidates
nominated for such directorships, together with lists of the nominating banks.
There is being sent to each bank in Group 1 a ballot form for use in voting on the candidate
to represent that group as a Class B director, and to each bank in Group 8 a ballot form for use
in voting on the candidate to represent that group as a Class A director. There is also enclosed an
envelope bearing on its face the certificate in regard to the vote and an envelope marked “ Ballot,”
in which the ballot is to be sealed.
The ballot and certificate on the envelope must be executed by an officer who has been author­
ized to cast the vote. All duly designated voting officers were shown in the circular above mentioned,
except a few who have been designated since the circular was issued. AFTER THE BALLOT HAS
BEEN PROPERLY MARKED,
(1) It should be sealed in the envelope marked “ Ballot— Directors’ Election” ;
(2) Then the sealed ballot envelope should be sealed within the certificate envelope;
(3) The latter, bearing a properly executed certificate, should be returned to me in the enclosed
self-addressed envelope, so as to reach me not later than the closing of the polls at 3:00
P. M. on November 24, 1943. At that time the ballot box will be opened, the votes counted
and the results of the election announced. The candidates are invited to be present or rep­
resented on that occasion.
BANKS IN GROUP 2 WILL NOT VOTE IN THIS ELECTION. A copy of this circular, how­
ever, is being sent to each of them without forms for their information.

Mr. Baxter was born in Butler County, Kansas, in 1876.
Attended the public schools of the county and completed
his education at the Lane University of Kansas.
Following the footsteps of his father, the late Taylor A.
Baxter, he entered the banking business with the First
State Bank of Larned, Kansas, as discount clerk and direc­
tor, and served that institution for ten years.
In 1912 Mr. Baxter moved to Melrose, New Mexico, and
purchased controlling interest in The First National Bank
of Melrose. He has been identified with that institution
for the past thirty-one years, the first five years as Cashier
and the past twenty-six years'as President.

Mr. Baxter is interested in livestock and ranching and
has done much to promote the livestock-farming industry
in Eastern New Mexico. At present he is also president of
the Eastern New Mexico Livestock Association, a director
o f the Clovis Investment Company, and an elder in the
First Presbyterian Church of Clovis, New Mexico, a town
about nine miles from the Texas line, where he now resides.

Decatur, Texas
Mr. Turner was bom at Smithfield, Tarrant County,
Texas, June 8, 1882. He was educated in the public schools
at Chico, Texas, and at the University of Texas. He was
engaged in teaching school and in business in Bridgeport,
Texas, from 1902 to 1906; assisted in the organization of
the First National Bank, Bridgeport, in 1907; and was
continuously an officer of that bank in various capacities
until February, 1939, when he resigned the presidency to
assume a like position with the First National Bank in
Decatur, Texas. He has been Chairman of the Seventh
•District, Texas Bankers Association, and a member of
Various committees of the Association. He was for many
years President of the Board of Trustees of the Bridge­
port Independent School District, and is past President of
the Bridgeport Lions Club. He is a Class A Director of
the Federal Reserve Bank of Dallas, having been elected
to that position by the banks of Group 3 for a three-year
term beginning January 1, 1941.

Mr. Hill was born in Corsicana, Texas, January 12, 1892. He was graduated from Houston High
School and attended Academic and Law Departments of University of Texas; served as assistant gen­
eral attorney of I. & G. N. Railroad for five years and served as member of legal firm of Kennerly,
Williams, Lee & Hill from 1916 to 1931. From 1928 to 1932 Mr. Hill was Vice President and General
Counsel of Houston Natural Gas Corporation; also served as Vice President and General Counsel of the
Houston Pipe Line Company and the Houston Oil Company of Texas; elected President of the latter
company in 1932, which office he now holds.
He has been active for years in various charitable and civic organizations such as the Houston
Community Chest, Houston Symphony Orchestra, Houston Water Development Board, San Jacinto Cen­
tennial Association, and the Texas Folk Lore Society; was commissioned Captain of Troop C, 7th Texas
Cavalry, during World War I.
Mr. Hill is now serving as director, officer or member of numerous organizations, including Ameri­
can Petroleum Institute (Vice President for Production since 1934), Business Advisory Council of De­
partment of Commerce, University of Texas Development Board, South Texas Chamber of Commerce,
San Jacinto Museum of History, Military Affairs Committee of Houston Chamber of Commerce,
Museum of Fine Arts of Houston, Texas State Historical Association, Philosophical Society of Texas,
East Texas Chamber of Commerce, Independent Petroleum Association of America, Texas Mid-Con­
tinent Oil & Gas Association, Oil-World Exposition, and the Texas Big Bend Park Board. He is cur­
rently a member of the Petroleum Industry War Council, and has served as a Class B Director of the
Federal Reserve Bank of Dallas since December 8, 1941.
