FEDERAL RESERVE BANK OF DALLAS Dallas, Texas, October 29, 1940 NOMINATIONS FOR DIRECTORS To the Member Bank Addressed: In accordance with the provisions of Section 4 of the Federal Reserve Act and my circular dated October 1, 1940, in regard to election of directors of this bank to succeed Pat E. Hooks, Class A director, and J. M. West, Class B director, whose terms expire December 31, 1940, there are shown on the following pages the names and biograph ical sketches of the nominees for such directorships, together with lists of the nominating banks. There is being sent to each bank in Group 1 a ballot for use in voting on the candidate for Class B director and to each bank in Group 3 a ballot for use in voting on the candidates for Class A director. There is enclosed an envelope bearing on its face a certificate in regard to the vote; also a colored envelope marked “ Ballot,” in which the ballot is to be sealed. The ballot and the certificate on the certificate envelope must be executed by an officer who has been authorized to cast the vote. A list of the designated voting officers was attached to my circular of October 1. In order that the ballot may be secret, neither the name of the bank nor that of the voting officer should be written on the ballot, but only on the certificate envelope. AFTER THE BALLOT HAS BEEN PROPERLY MARKED, (1) It should be placed in the colored envelope marked “ Ballot” and the envelope sealed. (2) Then the colored sealed envelope should be sealed within the certificate envelope. (3) Then the certificate envelope, containing the sealed ballot envelope, should be returned to me in the enclosed self-addressed envelope, so as to reach me not later than the closing of the polls at 3:00 P. M. on November 15, 1940. When the polls are closed, the ballot box will be opened in the board room of this bank. All of the sealed colored envelopes containing the ballots will first be removed and segregated from the certificate envelopes before any of the colored envelopes are opened, thus insuring the secrecy of the ballot. Then the colored envelopes will be opened, the votes counted and the result of the election announced. The candidates are invited to be present or represented on that occasion. BANKS IN GROUP 2 WILL NOT VOTE IN THIS ELECTION. A copy of this circular, however, is being sent to each of them without forms for their information. BASKIN, President The Farmers National Bank Seymour, Texas Mr. Baskin was born at Lancaster, Texas, November 14, 1885, and received his early education in the public schools at Seymour, Texas. He entered the employ of the Farmers National Bank at Seymour in 1914 and has been actively connected with that bank ever since. He was elected Pres ident of the institution in 1927. Mr. Baskin is a member of the governing board of the Brazos River Conservation and Reclamation District. He has resided in Seymour for the past fifty years and has twice served as mayor of his municipality. FRANK TURNER, President The First National Bank Decatur, Texas Mr. Turner was bom at Smithfield, Tarrant County, Texas, June 8, 1882. He was educated in the public schools at Chico, Texas, and at the University of Texas. He was engaged in teaching school and in business in Bridgeport, Texas, from 1902 to 1906; assisted in the organization of the First National Bank, Bridgeport, in 1907; and was con tinuously an officer of that bank in various capacities until February, 1939, when he resigned the presidency to assume a like position with the First National Bank in Decatur, Texas. He has been Chairman of the Seventh District, Texas Bankers Association, and a member of various com mittees of the Association. He was for many years Presi dent of the Board of Trustees of the Bridgeport Inde pendent School District, and is past President of the Bridgeport Lions Club. In 1906 he moved to Houston, Texas, where he has been engaged for the past thirty-three years in various lines of business. Mr. West is Chairman of the Board of Directors of the West Production Company of Houston, and occupies simi lar positions with the West Securities Company and with the South Texas Lumber Company of the same city. He is President of the West Cattle Company and is a member of the Boards of Trustees of the Texas Technological College, Lubbock, Texas, and the Southwestern University, George town, Texas.
