NOM INATIONS FOR DIRECTORS

To All Member Banks
in the Eleventh Federal Reserve District:

In accordance with the provisions of Section 4 of the Federal Reserve Act and my circular dated September 15,
1969, in regard to the election of directors of this Bank to succeed Mr. Murray Kyger, Class A Director, and Mr.
C. A. Tatum, Jr., Class B Director, whose terms expire December 31, 1969, there are given herein the names of the
candidates nominated for such directors and the names of the banks which made the nominations.
There is sent herewith to each bank in Group 1 a ballot for use in voting for a Class A Director and to each
bank in Group 2 a ballot for use in voting for a Class B Director. An envelope bearing on its face the certificate
in regard to the vote and a colored envelope marked “Ballot — Directors’ Election,” in which the ballot is to be
sealed, are also enclosed.
The ballot and certificate on the envelope must be executed by an officer who has been authorized to cast
the vote. A list of the designated officers, revised to date, forms a part of this circular. In order that the balloting
may be secret, the name of the bank and of the voting officer should not be written on the ballot but only on the
certificate envelope. If the official signature of the officer casting the ballot has not been filed with this Federal
Reserve Bank, such official signature should be filed before the polls close.
Please follow carefully the instructions which are printed on the ballot and on the envelopes.
The following procedure is required in the case of both the Class A and Class B ballots:
(1) The ballot should be marked.
(2) It should then be placed in the colored envelope marked “Ballot — Directors’ Election” and that
envelope sealed.
(3) Then after the certificate on the white certificate envelope is executed, the colored sealed enve­
lope (containing the ballot) should be placed within the white certificate envelope and that
envelope sealed.
(4) The sealed white certificate envelope containing the sealed ballot envelope should then be returned
to me in the enclosed self-addressed envelope.
Under the law, the ballot must be returned so as to reach me within 15 days after its receipt. The polls will
open on October 23, 1969 and close at 2 p.m. on November 7, 1969- At that time the ballot box will be
opened at this Bank, the sealed envelopes containing the ballots will be opened, the votes counted, and the results
of the election announced. The candidates are invited to be present or represented on that occasion.
While the banks in Group 3 will not vote in this election, this circular is sent to them, without forms,
for their information. Group 3 consists of member banks with combined capital and surplus of under $500,000.

Mr. Kyger was born in Mason, Texas, on November 24,
1905. He attended Mason High School, was graduated
from The University of Texas with a B.B.A. degree, and
received his L.L.B. degree from the South Texas School of
Law. He has also done graduate work at the Stonier Grad­
uate School of Banking at Rutgers University. While at The
University of Texas, he was elected to Beta Gamma Sigma,
a business fraternity, and to Sigma lota Epsilon, an honor­
ary management fraternity.

Worth as a vice president, and he has served that organi­
zation continuously since that time. He was elected to the
board of directors of that bank in January 1947, Executive
Vice President in January 1955, President on July 1, 1958,
and Chairman of the Board on December 17, 1963. Mr.
Kyger has been the chief executive officer of The First
National Bank of Fort Worth since July 1961.

of Reserve City Bankers.

Dallas, Texas

now serves the following institutions in Dallas as Chairman
of the Lay Advisory Board of St. Paul Hospital, a trustee of
Methodist Hospital and Southwestern Medical Foundation,
a director of the Children's Medical Center, and Vice
President of the Callier Hearing and Speech Center.

Mr. Tatum is a native of Dallas, Texas, where he has
lived all of his life. Upon graduation from North Dallas
High School, he entered Southern Methodist University
where he received a B.A. degree in Physics.

Nationally, he is a trustee of the Committee for Eco­
nomic Development, a member of the Advisory Committee
of Edison Electric Institute, and a Regular Member of the
National Industrial Conference Board Corporation.

C. A. TATUM, JR.

Immediately after his graduation from SMU in 1928, he
joined Dallas Power & Light Company as a representative
in the Commercial Department. In 1939 he was made
Commercial Manager, and in 1950 was elected Vice Presi­
dent. Mr. Tatum was elected President and General Man­
ager in 1953, which position he held until May 1967 when
he was elected President and Chief Executive Officer of
Texas Utilities Company. Texas Utilities is the holding com­
pany for Dallas Power & Light Company as well as Texas
Power & Light Company and Texas Electric Service Com­
pany. He holds directorships in each of the three operat­
ing companies.

by the SMU Alumni Association.

as Co-Chairman of the 1960 Annual Benefit Dinner for the
National Jewish Hospital at Denver, Colorado, as Chair­
man of the St. Paul Hospital Building Fund in 1958, and
by working in fund-raising campaigns for Methodist Hos­
pital and Baylor University Medical Center in Dallas. He
