In making the appointments, the Board will also seek to complement the q u a l i f i c a t i o n s o f continuing Council members in terms of a f f i l i a t i o n and geographic and minority r e p r e s e n t a t i o n . The Council meets in Washington, D.C. th r e e times a y e a r . Council members are paid $100 per day fo r p a r t i c i p a t i n g in the one- and on e -h alf day meetings and fo r t r a v e l time. The Board a ls o pays t r a v e l expenses.
