In making the appointments, the Board will also seek to complement the q u a l i f i c a t i o n s o f continuing Council members in terms of a f f i l i a t i o n and geographic and minority r e p r e s e n t a t i o n . The Council meets in Washington, D.C. th r e e times a y e a r .
