To All Banking Institutions, and Others Concerned,
in the Eleventh Federal Reserve District:
The Secretary of the Treasury has issued the following amendment to General License
No. 28:
“ GENERAL LICENSE NO. 28, AS AMENDED, UNDER EXECUTIVE ORDER NO.
8389, of April 10, 1940, as amended, and Regulations issued pursuant thereto, relating to

transactions in foreign exchange, etc.*
General License No. 28 is hereby amended to read as follows:
(1) A general license is hereby granted licensing as a generally licensed national any
individual who is: (a) a citizen of the United States and residing only in the
United States; and (b) a national of any foreign country solely by reason of
having been domiciled or resident therein on or since the effective date of the
Order: provided, however, that this license shall not be deemed to license as a
generally licensed national any individual citizen of the United States who is a
national of a foreign country by reason of any fact other than that such individual
has been domiciled or resident in such foreign country on or since such effective
date.
(2) Reports on TFR-300 are not required to be filed with respect to the property
interests of any individuals licensed herein as generally licensed nationals.
(3) This general license shall not be deemed to affect securities or evidences thereof
delivered, or required to be delivered, to a Federal Reserve bank under the provi­
sions of General Ruling No. 5, as supplemented, or to authorize any transaction
with respect to any such securities or evidences thereof or the proceeds thereof.
