FEDERAL RESERVE BANK OF DALLAS Dallas, Texas, June 18, 1940 To All Banking Institutions, and Others Concerned, In the Eleventh Federal Reserve District: The Secretary of the Treasury has issued the following general license (Code o f Federal Regulations, Title 31, Money and Finance, Treasury Chap ter 1, Monetary Offices, Part 149): GENERAL LICENSE NO. 19 UNDER EXECUTIVE ORDER NO. 8389 o f April 10, 1940, as amended, and Regulations issued pursuant thereto, relating to transactions in foreign exchange, etc.* “ A general license is hereby granted authorizing banking insti tutions within the United States to make all payments, transfers, and withdrawals from accounts in the name of any of the follow ing : Banco Holandes Unido, Buenos Aires, Argentina, Caracas and Maracaibo, Venezuela; Banco Hollandez Unido, Rio de Janeiro, Santos and Sao Paulo, Brazil. “ Banking institutions within the United States making such payments, transfers, or withdrawals shall file promptly with the appropriate Federal Reserve bank weekly reports showing the details of the transactions during such period.
