Treasury Department FOREIGN FUNDS CONTROL May 25, 1945 GENERAL LICENSE NO. 11, AS AMENDED, UNDER EXECUTIVE ORDER NO. 8389, AS AMENDED, EXECUTIVE ORDER NO. 9193, SECTION 5(b) OF THE TRADING WITH THE ENEMY ACT, AS AMENDED BY THE FIRST WAR POWERS ACT, 1941, RELATING TO FOREIGN FUNDS CONTROL.* General License No. 11 is hereby amended to read as follows: (1) Certain payments for living expenses from certain blocked accounts authorized. A general license is hereby granted authorizing payments and transfers of credit in the United States from blocked accounts in domestic banking institutions held in the name of an individual within the United States to or upon the order of such individual, pro vided that: (a) Such payments and transfers of credit are made for the living, traveling and similar personal expenses in the United States of such individual or his fam ily; and (b) The total of all such payments and transfers of credit made under this general license from the accounts of such individual does not exceed $1,000 in any one calendar month. (2) Duty of banking institutions acting under this license. Banking institutions effecting any such payment or transfer of credit shall satisfy themselves that the terms of this license are complied with. HERBERT E.
