FISCAL AGENT OF THE UNITED STATES

Dallas, Texas, November 24,1944

To All Banking Institutions, and Others Concerned,
in the Eleventh Federal Reserve District:
The Foreign Funds Control of the Treasury Department has announced
that:
“ On November 23, 1944, facilities were restored for the transmittal of
non-illustrated post cards between the United States and Belgium. Notwith­
standing General Ruling No. 11, persons in the United States and Belgium
may exchange business, commercial and financial information through this
service. Transactional communications continue to be prohibited.”
