The Board of Governors of the Federal Reserve System, as required
by the Monetary Control Act of 1980, has approved a fee schedule for its
com m ercial check clearing and collection services, effectiv e August 1, 1981.

For immediate release

March 27, 1981

The Federal Reserve Board has approved a fee schedule for
its commercial check clearing and collection services, effective
August 1, 1981.
The Board acted in accordance with the Monetary Control Act
of 1980, which requires the Federal Reserve to set fees for System
services to depository institutions.

The Board published a proposed

schedule of fees for check services in August 1980 and adopted its fees
for check services after consideration of comment received.

The Board

adopted pricing principles and a schedule of fees for other services
last December.

The fee schedule reflects estimated 1981 direct and

indirect costs of providing check clearing and collection services to
depository institutions, plus a 16 percent private sector adjustment
factor.
Attached are the fee schedule and the Board's official notice
of its action, including descriptions of its check services.

The Monetary C o n t r o l Act o f 1980 r e q u i r e s t h a t f e e s be d e v e l o p e d

e s t a b l i s h e d by t h e Bo ar d. The Act p r o v i d e s t h a t t h e Board s h a l l b e g i n p u t ­
t i n g i n t o e f f e c t a s c h e d u l e o f f e e s n o t l a t e r t h a n S eptember 1, 1981, and
t h a t s e r v i c e s co v er e d by t h e f e e s c h e d u l e s a r e t o be made a v a i l a b l e t o a l l
d e p o s i t o r y i n s t i t u t i o n s . The Boar d, i n a c c o r d a n c e w i t h t h e r e q u i r e m e n t s of
t h e A c t , p u b l i s h e d f o r comment proposed p r i c i n g p r i n c i p l e s and f e e s c h e d u l e s
f o r s e r v i c e s on August 2 8 , 1980 (45 FR 5 8 68 9 ). The p e r i o d f o r p u b l i c comment

The Monetary Co n t r o l Act of 1980 r e q u i r e s t h a t " o v e r t h e long r u n ,

a c t u a l l y i n c u r r e d i n p r o v i d i n g t h e F ed er al Res er ve s e r v i c e s p r i c e d . . . e x c e p t
t h a t t h e p r i c i n g p r i n c i p l e s s h a l l g i ve due r e g a r d t o c o m p e t i t i v e f a c t o r s
and t h e p r o v i s i o n of an a d e q u a t e l e v e l o f such s e r v i c e s n a t i o n w i d e . " The
Act a l s o r e q u i r e s t h a t f e e s f o r F e d e r a l R e s er v e s e r v i c e s t a k e i n t o a cc ou nt
" t h e t a x e s t h a t would have been p a i d and t h e r e t u r n on c a p i t a l t h a t would
have been p r o v id e d had t h e s e r v i c e s been f u r n i s h e d by a p r i v a t e b u s i n e s s
f i r m . " T h i s markup i s r e f e r r e d t o as t h e p r i v a t e s e c t o r a d j u s t m e n t f a c t o r
(PSAF).
The proposed f e e s c h e d u l e f o r F e d e r a l Re s er ve Bank commercial
check c o l l e c t i o n s e r v i c e s p u b l i s h e d by t h e Board i n A ug ust , 1980 was based
on e s t i m a t e s o f t h e f u l l d i r e c t and i n d i r e c t c o s t s d u r i n g 1980 o f p r o v i d i n g
t h e s e s e r v i c e s , p l u s a 12 p e r c e n t PSAF.
The r e v i s e d f e e s c h e d u l e f o r commercial check s e r v i c e s , which w i l l
become e f f e c t i v e on August 1, 1981, when a c c e s s t o t h e s e s e r v i c e s i s opened
t o a l l d e p o s i t o r y i n s t i t u t i o n s , i s based on t h e e s t i m a t e d f u l l d i r e c t and
i n d i r e c t c o s t s of p r o v i d i n g t h e s e s e r v i c e s i n 1981, p l u s a 16 p e r c e n t PSAF,
which was adopt ed by t h e Board on December 30, 1980 f o r use i n c a l c u l a t i n g
1981 f e e s c h e d u l e s . On a v e r a g e , f o r a l l s e r v i c e s i n a l l o f f i c e s , t h e 1981
f e e s a r e 11 p e r c e n t h i g h e r t h a n t h o s e p u b l i s h e d f o r comment i n A ug ust , 1980
due p r i n c i p a l l y t o t h e h i g h e r PSAF added t o 1981 c o s t s , o p e r a t i n g c o s t s
i n c r e a s i n g more r a p i d l y t h a n volume from 1980 t o 1981, and t h e s u b s t a n t i a l
i n c r e a s e i n t h e s u r c h a r g e f o r c o n s o l i d a t e d s h ip m e n t s ( from 0 . 4 4 c e n t t o
0 . 6 4 c e n t p e r it em) which r e f l e c t s t h e h i g h e r i n t e r o f f i c e t r a n s p o r t a t i o n
c o s t s a s s o c i a t e d with t h e S y s t e m ' s f l o a t r e d u c t i o n e f f o r t .
However, in
t h e r e v i s e d f e e s c h e d u l e , t h e p r i v a t e s e c t o r a d j u s t m e n t f a c t o r has not been
a p p l i e d t o s h i p p i n g c o s t s b ec a us e s h i p p i n g s e r v i c e s ( i n t e r o f f i c e a i r t r a n s ­
p o r t a t i o n and i n t r a o f f i c e ground c o u r i e r d e l i v e r i e s t o f a c i l i t a t e p r e s e n t ­
ment) a r e p r o v id e d under c o n t r a c t t o t h e F e d e r a l R e s e r v e from p r i v a t e
companies whose p r i c e s i n c l u d e t h e c o s t of t a x e s and f i n a n c i n g . Conse­
q u e n t l y , i t would be i n a p p r o p r i a t e t o impose an a d d i t i o n a l PSAF t o such
shipping c o s t s .
The 1981 f e e s c h e d u l e was c a l c u l a t e d by t h e F e d er al Res er ve Banks
u s i n g a methodology s i m i l a r t o t h a t used t o compute t h e f e e s c h e d u l e pub­
l i s h e d by t h e Board i n August , 1980. The methodology was s t a n d a r d i z e d
among F e d e r a l R es er ve d i s t r i c t s and o f f i c e s and t h e d e r i v a t i o n o f f u l l
c o s t s was bas ed on t h e F e d er al R e s e r v e ' s P l a n n i n g and C o nt ro l System (PACS).
The c o s t a c c o u n t i n g p r i n c i p l e s and p r o c e d u r e s used by R e s er v e Banks a r e
d e s c r i b e d i n System a c c o u n t i n g manuals a v a i l a b l e t o t h e p u b l i c .
The s t r u c t u r e o f t h e 1981 f e e s c h e d u l e d i f f e r s from t h o s e p u b l i s h e d
e a r l i e r i n one r e s p e c t : i t shows a s e p a r a t e s u r c h a r g e f o r c o n s o l i d a t e d s h i p ­
ments r a t h e r t h a n a s e p a r a t e p r i c e f o r each c o n s o l i d a t e d s hi pme nt d e p o s i t
t y p e . To c a l c u l a t e t h e t o t a l f e e f o r d e p o s i t by c o n s o l i d a t e d shipment t h e

s u r c h a r g e i s added t o t h e f e e f o r d i r e c t d e p o s i t s a t t h e c o l l e c t i n g Fe de ra l
Res er ve o f f i c e . S in ce t h e c o n s o l i d a t e d s hipme nt s e r v i c e has been expanded
from two t o f i v e d e p o s i t t y p e s , use o f t h e s u r c h a r g e s i m p l i f i e s t h e p r i c e
schedule.
The 1981 f e e s t r u c t u r e may be r e g a r d e d as an i n t e r i m s t r u c t u r e in
two r e s p e c t s . F i r s t , w h i l e i t c o v e r s t h e d e p o s i t t y p e s d e s c r i b e d i n Appen­
d i x I I , i n d i v i d u a l F eder al Res er ve o f f i c e s may, i n 1981, expand o r r e p a c k ­
age t h e s e s e r v i c e s w i t h i n t h i s s t r u c t u r e i n r e s p o n s e t o l o c a l demand t o
improve t h e e f f i c i e n c y o f t h e payments mechanism. For example, t h e group
s o r t d e p o s i t o p t i o n may be o f f e r e d by a g r e a t e r number o f F e d e r a l Re s er ve
o f f i c e s , o r a d d i t i o n a l s e r v i c e s may be o f f e r e d t h a t a r e c o m b i n a t i o n s o f
e x i s t i n g s e r v i c e s . ( E . g . , t h e group s o r t , c o n s o l i d a t e d shipment and package
s o r t d e p o s i t o p t i o n s may be combined f o r c e r t a i n high volume p ay o r bank
e n d p o i n t s so t h a t t h e F e d e r a l Re s er ve o f f i c e o f f i r s t d e p o s i t c o u l d f i n e
s o r t t h e d e p o s i t f o r f i n a l p r e s e n t m e n t i n o t h e r F e d e r a l Res er ve o f f i c e
t e r r i t o r i e s . ) Second, as s t a t e d in t h e B o a r d ' s December 3 0 , 1980 n o t i c e ,
t h i s f e e s t r u c t u r e may be changed i n 1982 t o p r i c e s e p a r a t e l y r e t u r n i t ems
and t o p r o v i d e p r i c e i n c e n t i v e s t o en co ur a ge more e f f i c i e n t u t i l i z a t i o n o f

F i n a l l y , t h e F e d e r a l Res er ve Banks, as announced in t h e B o a r d ' s
August 2 8 , 1980 p r i c i n g p r o p o s a l , a r e engaged i n t h e t h r e e - p h a s e e f f o r t t o
r e d u c e a n d / o r p r i c e f l o a t . The f e e s c h e d u l e f o r 1981 d o e s , i n f a c t , r e f l e c t
t h e h i g h e r c o s t s o f o p e r a t i o n a l improvements u n d e r t a k e n i n 1981 t o r edu ce
f l o a t . F u r t h e r recommendations w i l l be p r e s e n t e d t o t h e Board i n 1981.
