On Shared Testing Days, your institution will be able to test many of our major payments applications with the same future date. This latest bulletin contains important information that will help you organize your test plans and make the most of Shared Testing Days. The bulletin includes a detailed 1998 schedule for application participation during this testing period and a FedLine® CDC testing checklist to help you determine your readiness to test with the Federal Reserve. In anticipation of your early 1999 testing needs, we will be publishing first quarter 1999 test dates early in the fourth quarter of 1998, and second quarter 1999 test dates before year end. Century Date Change Bulletin 199 8 S h ared Testing Days During 1998, the Federal Reserve will offer six “Shared Testing Days” weekends. O n four o f these weekends, you can test century rollover from December 31, 1999, to January 3, 2000. O n each Saturday o f the four century rollover test weekends, you also can participate in an integrated test o f our major payments applications with IAS. This integrated test will enable you to see the effects o f test transactions you enter into participating business applications on your accounting statements, and allow you to validate your internal reconciliation processes. O n the other two weekends, you can test leap year 2000 processing, from February 28, through February 29, through March 1,2000. Table 1 presents Federal Reserve application plans for participating in Shared Testing Days. Federal Reserve 6 Century Date Change Bulletin Signing Up for Shared Testing Days In June and July, all the local Reserve Banks distributed the C D C Test Request Form to Federal Reserve customers. The Test Request has five parts, but only Forms A and C are needed to participate in Shared Testing Days. C om plete Form A to indicate which applications you intend to test on any particular Shared Testing Day. Complete Form C if you want to receive IAS files9, or if you want to arrange to have Funds Transfer or NBES messages sent to your terminal. Call your local Reserve Bank customer support help desk if you need assistance with test scheduling or if you would like to receive another copy o f the Test Request Form. Be sure to submit your requests for all C D C testing at least two weeks prior to the first day o f your scheduled test. Application Guidelines for Shared Testing Days Managing Bulkdata Files O n any test day that you expect C D C output files from test Bulkdata, we recom m end you pick up these files prior to the end o f that test day. O n Saturday, Novem ber 14, during the leap year 2000 test o f February 29 and March 1, we recom m end you pick up your Bulkdata output from the February 29 part o f the test prior to 2:00 P.M. ET. During Shared Testing Days, only send test input files intended for the weekend testing. The Integrated Tests with IAS O n the four Saturdays o f the century rollover Shared Testing Days, we will offer the special integrated tests with IAS. You will be able to see the results o f payments submitted during the day reflected on your accounting statements o f January 3, 2000, for all the applications noted on page 2 in Table 1. The files and statements may also contain “dum m y” data, which represent a typical production day, for some applications and will not be the product o f your test input. In addition, on the four Friday nights, Fed A C H and Check customers only will be able to pick up recon files or FedLine accounting statements for December 31, 1999. These recon files and statements will present Fed A C H immediate items for the process day o f December 31, 1999, and Check deferred entries with available dates in the year 2000. The data will include any Fed A C H or Check input you submitted for the day. The files and statements may also contain “dum m y” data, which represent a typical production day, and will not be the product o f your test data input. IAS will produce recon files for the leap year Shared Testing Days, but these files will not be the result o f integrated testing. The recon files created on each leap year Shared Testing Day will contain only “dum m y” data, which represent a typical production day, and will not be the product o f test data input from other applications. 9 Testing should only be requestedfor 1A S servicesyou currently receive. Accordingly, the test indicators in C D C test output messages and reports vary am ong Federal Reserve applications. For example, messages from our Funds Transfer application include a field that reads “Test Data,” and Funds Transfer reports sent to customers via Bulkdata include a “T ” in the Bulkdata header. Fed A C H files sent to customers include “T ” in the Bulkdata header and “FRB Test File” and “FRB Test Batch” in the Batch header. For other applications, such as Statistical Reporting, Savings Bonds, and Billing, the presence o f a future date in the report data field serves as the C D C test indicator. To avoid mistaking test data for production data, please exercise caution when you receive test output from Reserve Bank applications. W hen you receive test messages and reports from the Reserve Bank, highlight test indicators such as “T,” “Test,” or future dates in the date fields, and establish other precautions to ensure that C D C test data do n o t enter your production systems. At any time during testing, if you are uncertain about the source o f the output, call your local Reserve Bank customer support help desk for verification. A Reminder for Weekday Testing with IAS W hen you are planning weekday testing with IAS (using the 1998 schedule published in Century Date Change Bulletin N o. 3), please note that IAS will n o t be available for notifications and Cash M anagement reports from Wednesday through Friday o f the second week o f each two-week IAS cycle. Also, testing should be requested only for IAS services you currently receive. Update to the Fed ACH 1998 Test Schedule The Fed A C H 1998 test schedule, previously published in Century Date Change Bulletin N o. 3, has been revised slightly. If you have already requested any o f the revised or canceled test dates, please contact your local Reserve Bank customer support help desk to make new arrangements. The new schedules supersede the schedules previously published in Century Date Change Bulletin N o. 4. The changes are described below. Please review them carefully. If you have already signed up for tests no longer supported on a particular test day, your local Federal Reserve Office will contact you to arrange new testing dates. New Future Dates The original schedule offered testing for the future dates o f December 31, 1999; January 11, 2000; February 29, 2000; March 7, 2000; and April 3, 2000. The new schedule continues to offer December 31, 1999; January 11, 2000; and February 29, 2000. It replaces the March 7 and April 3 dates with February 10, 2000, and April 6, 2000, respectively, and adds January 15, 2001. The February 10,2000, date supports the testing o f Reserves reports and statements for the maintenance period that crosses the century. The April 6, 2000, date supports the testing o f Reserves reports and statements for the m aintenance period that crosses the leap year date. Finally, the January 15, 2001, date supports the electronic submission ofyear-end 2000 FR Y9SP and FR Y11I statistical reports. New 1998 Test Schedulefor Electronic Submission of Statistical Reports In production processing, the report date must be older than the system date. Table 8 presents the revised C D C test schedule for report submission, which now reflects this rule as well. You will no longer be able to send all effective dates o f a reporting series on any given test day. Currently, net settlement services are operated independently by each Reserve Bank. For C D C testing, depository institutions that participate in an autom ated net setdement arrangement should test the current system with their local Reserve Bank. Migration to the new service will begin in 1999, but will not be complete before 2000. The Federal Reserve will arrange for C D C testing with settlement arrangements migrating to the new service during 1999 as part o f the migration process. In late 1998, a change will be m ade to “A ccount Balances” in ABMS, as part o f the im plem entation o f NSS. The Account Balance Inquiry response will be modified with a line, labeled “NSS,” that will be used to record these settlement transactions. The new NSS line will show the time at which the latest net settlement debit or credit was posted, as well as the cumulative dollar value o f NSS-related debits or credits posted, and the net am ount. FedLine customers will see this new Account Balance Inquiry response format on the ABMS screen beginning December 5, 1998. No FedLine upgrade will be required; no C D C testing o f this change will be necessary for FedLine customers. Com puter Interface customers that elect to make the CIPS changes required to im plem ent this new Account Balance functionality are encouraged to test the changes in the C D C test environment, as well as in the regular depository test environment. Federal Reserve 17 Century Date Change Bulletin The change to the Account Balances will be available for testing and im plem entation in production according to the following schedule: Depository Test Environment (DIT) October 3 1,1 9 9 8 Production Environment December 5 ,1 9 9 8 Century Date Change Test Environment (CDC DIT) December 5 ,1 9 9 8 For Com puter Interface customers, this new Account Balance Inquiry format will be supported, along with the format implemented in December 1997 for Interstate Branch Banking, until some time after March 2000. Com puter Interface customers that participate in the new national NSS, but do not elect to make the CIPS changes that produce the new line on the Account Balances, will see postings resulting from net settlement activity combined into the O T H R AVL line on the Account Balance Inquiry response. F edE D I ™ a n d CDC This fall, the Federal Reserve is introducing Fed EDI, a new software product for Fed A C H customers. Fed EDI is a financial Electronic Data Interchange (EDI) translation and reporting software package you can use to provide your customers with payment-related information attached to A C H files. All releases o f the Fed EDI software will be thoroughly tested for C D C readiness. Since Fed EDI is a stand-alone software package, you do not need to test it with the Federal Reserve. However, we suggest you test the software with your hardware configuration and your other systems to ensure compatibility. To assist with your internal C D C testing, an A C H test file(s) containing future-dated records will be provided with the Fed EDI software. The test data will contain records with dates that range from December 29, 1999, through January 4,2000. Data for leap year testing containing dates o f February 28, 2000, through March 1, 2000, also will be included in the file. Item Processing Check Endorsement The current practice for many endorsements on the reverse sides o f checks is to use a twodigit year format. Check processing departments at various Federal Reserve offices have received a num ber o f inquiries about the need for a four-digit year endorsem ent to accom m odate the century rollover. Please take note that the two-digit year format (00 = 2000) will continue to be sufficient for endorsem ent in the year 2000. A Note to Computer Interface Customers If you will be using a new test environm ent for C D C testing with the Federal Reserve, please notify your local Reserve Bank customer support help desk as soon as possible. If you are requesting a new network ID (NET ID), you m ust request a new application ID (APPL ID) as well. As in all other Federal Reserve environments, we cannot support duplicate APPL IDs for C D C testing. FedLine CDC Testing Checklist As a FedLine customer, there are num erous CDC-related activities that should be underway or completed, as you prepare to test with the Federal Reserve. Use this checklist to assess your progress and make sure you have considered all the elements for satisfactory C D C testing with the Federal Reserve. ■ Have you completed internal readiness testing o f the interfacing front- and back-end systems you will test with us? I f not, we recom m end you complete your internal readiness testing. ■ Have you installed the FedLine C D C upgrade, which upgrades your FedLine software to version 2.50.40? I f not, you must install this upgrade prior to testing with Federal Reserve FedLine services. ■ If you are a user o f Automated Auction (AA) or Taxpayer Deposit (TD), have you installed the FedLine upgrades (2.50.47 and 2.50.48) for these services? These upgrades must be installed prior to testing with these Federal Reserve FedLine services. ■ If you are a user o f Funds Transfer (FT) or Savings Bonds (SB), have you installed the FedLine upgrade (2.50.50) for these services? This upgrade will be distributed by September 1, 1998, in advance o f the first C D C Shared Testing Day on September 18. Although the changes to these applications will be relatively minor, you may wish to schedule some C D C testing after you have installed the upgrades. ■ Have you performed C D C readiness testing o f your FedLine PC hardware? I f not, please read the section in C entury D ate C hange Bulletin N o. 4 on evaluating your FedLine hardware readiness (pages 4 and 5), and take the necessary steps to be prepared to test FedLine on a PC that can accept and hold a year 2000 date.
