FEDERAL RESERVE E AN E A D TRANSFER DRAFTS XCH G N C M M E A D CLEARING M M E B N S O O E BR N E BR A N F FEDERAL RESERVE B N O DALLAS: AK F Dear S irs: The Federal Reserve Banks have agreed upon a plan for the purpose of f a c i l i tating the transfer of funds at the lea st expense and inconvenience through the sale o f: (a) Federal Reserve Exchange Drafts. (b) Federal Reserve Transfer Drafts. The scope of the undertaking is wide, and its success dependent largely upon the fid e lit y with which member banks comply with the regulations as outlined herein, SALE O DRAFTS F (a) I t is expected that member and clearing member banks w ill s e ll drafts upon Federal Reserve Banks upon the same terms and conditions which drafts have heretofore been sold by them upon their correspondents. (b) Member and clearing member banks may make such charge as they see f i t to the purchaser of such d rafts. FEDERAL RESERVE EXCH G DRAFTS (Yellow Forms) AN E (a) "Federal Reserve Exchange Drafts” must be drawn upon the Federal Reserve Bank of Dallas or upon the branch with which the member or clearing member bank is a f filia t e d . (b) They w ill be received for immediate cred it at par, subject to fin a l payment, at any other Federal Reserve Bank, but w ill be actually payable at the Fed eral Reserve Bank of Dallas, or the branch upon which drawn. (c) For the present, and u n til otherwise sp e cifie d , these drafts must be drawn in amounts not in excess of $5,000. (d) O the date drafts are issued, detailed advice of the numbers, amounts, and n the tota l of a ll drafts issued that day must be sent to the Federal Reserve Bank of Dallas, or branch upon which drawn, on forms provided. Upon rebeipt ox this advice, the botal amount of drafts drawn w ill be charged to the ac count of the drawing bank. FEDERAL RESERVE TRANSFER DRAFTS (Green Forms) (a) "Federal Reserve Transfer Drafts” must be drawn upon the Federal Reserve Bank of Dallas, or the branch with which a f filia t e d , and made payable at some other Federal Reserve Bank designated in the d ra ft. (b) For the present, and u n til otherwise sp e cifie d , these drafts must be drawn in amounts exceeding $5,000. (c) O the date drafts are issued, detailed advice must be issued in duplicate n on forms provided, over the signature in ink of the o f f ic e r , or o f f i c e r s / signing the d ra fts. The origin al must be sent immediately to the Federal Reserve Bank of Dallas, or the branch upon which drawn; the duplicate to the Federal Reserve Bank at which draft is made payable. DRAFT FO M R S (a) In order that this system of exchange and transfer drafts may work success fu lly , i t is essen tial that the regulations be r ig id ly adhered to , and that there be no deviation in the forms used. (b) In order that there may be uniformity as to arrangement of te x t, and size and color of paper, member and clearing member banks w ill be required to order draft and advice forms from the Dallas o ff ic e . Yours very tru ly , Governor SUPPLEMENTAL PAR LIST Federal Reserve Bank o f Dallas The par facilities covered in this par list will be available to all member banks and other Federal Reserve Banks on items received by the Federal Reserve Bank of Dallas or its Houston or El Paso Branch, from and including Monday, September 22nd. Other Federal Reserve Banks and member banks are requested to note the routing of the items given below, and that where the designation “ EP” or “ H o” follows the name of the bank, such items should be forwarded direct to the El Paso and Houston Branches respectively, for handling for the credit of the sending bank with the head office, unless the reserve account of the sending member bank is carried with one of the Branch banks mentioned. The items can of course be handled through the P'ederal Reserve Bank of Dallas at the head office, but where the items are finally routed for collection to either of the Branches, the former routing merely necessitates a duplication of clerical work as well as loss of time in presentation. Where no routing is designated following the name of the bank, such items should be routed direct to the Federal Reserve Bank of Dallas. This list of points is supplemental to the September Par List issued by the Board, but will appear with others in the October Supplement.
