F ederal R eserve Bank OF DALLAS Dallas, Texas, July 16, 1951 To the Member and Nonmember Clearing Banks o f the Eleventh Federal Reserve D istrict: The Federal Reserve Bank o f Kansas City has advised us that, because o f flooded conditions in Kansas and -Missouri and the curtailment o f train and bus service, mail schedules cannot be maintained in the affected areas. As a result, there will be some delay in notice of nonpayment and in return o f unpaid items until normal communications are restored. We will continue to give credit in accordance with our time schedules for cash items payable in the affected areas, but advice of nonpayment and return of unpaid items may be delayed.
