F ederal R eserve Bank OF DALLAS ROBERT D. M C T E E R , J R . PRESIDENT AND CHIEF EXECUTIVE OFFICER O x 1 O i n n / ' September 18, 1996 DALLAS, TEXAS 75265-5906 Notice 96-93 TO: The Chief Executive Officer of each financial institution and others concerned in the Eleventh Federal Reserve District SUBJECT Computer Software Revisions for the Centuiy Date Change DETAILS The Federal Reserve System has initiated a high-priority project to ensure that our computing systems will continue to function correctly as we approach the end of the century and go beyond. Like businesses worldwide, we are addressing a problem we all share which stems from many years of generating computer code that excluded the first two digits of the century or year. A Federal Reserve System task force has recently been formed to develop and coordinate strategies for assessing how well our computing systems currently comply with the century date processing standards. This task force will also address where programming changes will be needed and define a strategy for making the necessary changes. We expect to have a detailed project plan by the fourth quarter of this year, which will include when we expect to schedule and test the required changes. The evaluation of the impact the century date change will have on Federal Reserve computing systems encompasses a broad range of products, including all business applications, services, and electronic access methods. This evaluation also includes software such as the Federal Reserve developed Bulkdata Transmission Utility (BDTU) and Fedline, which are commonly used by our customers to transmit and receive data with the Federal Reserve Bank of Dallas. Additionally, the evaluation will focus on all vendor-supplied operating systems, software and hardware. These elements and their interfaces with each other relative to the century date change are all im portant aspects of this project.
