Dallas, Texas, January 18, 1944

To the War Loan Depositary Addressed:

On January 11, 1944, we forwarded to you a copy of Treas­
ury Department Circular No. 92, revised as of December 15,
1943, containing regulations governing special depositaries of
public moneys. Since mailing you that circular, we have re­
ceived advice from the Under Secretary of the Treasury that
hereafter all collateral pledged to secure War Loan accounts
must be owned by the pledging bank.
