T h e l i m i t e d t e l e p h o n e a d v i c e s e r v i c e o f f e r e d at p r e s e n t is b e i n g p r o v i d e d at n o fee. B e c a u s e i n c r e a s e d u s e of the t e l e p h o n e a d v i c e s e r v i c e is e x p e c t e d d u e to t he e x p a n d e d n i g h t c ycle, a fee for t e l e p h o n e a d v i c e s e r v i c e is p r o p o s e d . T h i s n e w t e l e p h o n e a d v i c e s e r v i c e w o u l d b e o f f e r e d a n d a fee e s t a b l i s h e d at t h e t i m e th e r e v i s e d A C H fee s c h e d u l e is implemented. B. Same-Pay Funds Avail a b i l i t y A CH processing schedules now permit originating i n s t i t u t i o n s to d e p o s i t d e b i t t r a n s a c t i o n s for n e x t - d a y s e t t l e m e n t a n d c r e d i t t r a n s a c t i o n s for n e x t - d a y or t w o - d a y settlement. S o m e A C H u s e r s h a v e e x p r e s s e d i n t e r e s t in o b t a i n i n g s a m e - d a y s e t t l e m e n t for A C H t r a n s a c t i o n s . It a p p e a r s that o ffering a same-day settlement service may assist d e p o s i t o r y i n s t i t u t i o n s in e x c h a n g i n g d e b i t c a r d t r a n s a c t i o n s a n d m a y a l s o s e r v e as a n a l t e r n a t i v e for l o w d o l l a r v a l u e w i r e t r a n s f e r s of funds. Based on information c ur rently available to the F e d e r a l Re se r v e , t he v o l u m e of p o t e n t i a l t r a n s a c t i o n s a p p e a r s to b e r e l a t i v e l y low. Presorted Deposit Option A t p r e s e n t , o n l y o n e d e p o s i t o p t i o n , an u n s o r t e d A C H deposit, is o f f e r e d to o r i g i n a t o r s of A C H t r a n s a c t i o n s . C o n v e r s e l y , a v a r i e t y of d e p o s i t o p t i o n s is a v a i l a b l e to d e p o s i t o r y i n s t i t u t i o n s u s i n g th e F e d e r a l R e s e r v e ' s c h e c k collec tio n services. Th e b e n e f i t s of t h e s e o p t i o n s i n c l u d e l a t e r d e p o s i t d e a d l i n e s , a n d in s o m e cases, l o w e r F e d e r a l R e s e r v e fees. A C H v o l u m e is g r o w i n g r a p i d l y a nd a n u m b e r of A C H o r i g i n a t o r s n o w d e p o s i t r e l a t i v e l y h i g h v o l u m e s of A C H t r a n s a c t i o n s on a d a i l y basis. B e c a u s e of this i n c r e a s e d v o l u m e it is p r o p o s e d t h a t d e p o s i t o r y i n s t i t u t i o n s b e p e r m i t t e d to d e p o s i t w i t h t h e i r l o c a l R e s e r v e o f f i c e i n t e r r e g i o n a l A C H t r a n s a c t i o n s th at a r e s o r t e d b y r e c e i v i n g F e d e r a l R e s e r v e offices. In a d d i t i o n , o r i g i n a t i n g i n s t i t u t i o n s w o u l d be p e r m i t t e d to d e l i v e r i n t e r r e g i o n a l t r a n s a c t i o n s d i r e c t l y to the F e d e r a l R e s e r v e o f f i c e s e r v i n g the r e c e i v i n g d e p o s i t o r y i n s t i t u t i o n at the R e s e r v e o f f i c e s ' later, l o c a l d e p o s i t deadline. D. Value-Dating T h e c o n c e p t of v a l u e - d a t i n g is o f f e r e d in a l i m i t e d s e n s e for A C H c r e d i t t r a n s a c t i o n s . A n e x p a n d e d u s e of v a l u e - d a t i n g m a y b e n e f i t o r i g i n a t o r s of A C H t r a n s a c t i o n s b y p e r m i t t i n g t h e m to g e n e r a t e p a y m e n t s m o r e e v e n l y a c r o s s t h e i r p r o c e s s i n g c yc le . However, institutions receiving transactions w i t h s e t t l e m e n t d a t e s in t h e f u t u r e m u s t d e v e l o p s y s t e m s t ha t e n a b l e t h e m to p o s t t r a n s a c t i o n s t o c u s t o m e r a c c o u n t s o n the s e t t l e m e n t date. Many institutions receiving ACH transactions ar e s m a l l a n d d o not p o s s e s s the c a p a b i l i t y to store, or w a r e h o u s e , A C H t r a n s a c t i o n s , a n d it h a s b e e n s u g g e s t e d t h a t t he Federal Reserve should warehouse ACH transactions. The Federal R e s e r v e p l a n s to e v a l u a t e the c o s t s a n d b e n e f i t s of p r o v i d i n g a wareh o u s in g service. T o g a i n a f u l l e r u n d e r s t a n d i n g of h o w d e p o s i t o r y i n s t i t u t i o n s m i g h t u s e s u c h a s e r v i c e a n d w h a t t he b e n e f i t s w o u l d be, p u b l i c c o m m e n t is r e q u e s t e d on the f o l l o w i n g questions. -5- 1. Interbank Clearing Mechanism T h e F e d e r a l R e s e r v e is c o n s i d e r i n g the p o s s i b i l i t y of m o d i f y i n g th e A C H so t h a t it m i g h t s e r v e as a m e c h a n i s m to f a c i l i t a t e the i n t e r b a n k c l e a r i n g a n d s e t t l e m e n t of e l e c t r o n i c payments. T h e B o a r d a l s o p r o p o s e s t h a t t h e n a t i o n a l fee structure be modi f i e d to reflect regional or district cost differences. At the s am e time, t h r e e o t h e r b e n e f i t s - r e l a t e d f a c t o r s w e r e c o n s i d e r e d d u r i n g t he r e c e n t r e v ie w. First, u n d e r t he c u r r e n t fee s ch e d u l e , t he i n t e r r e g i o n a l d i f f e r e n t i a l is a s s e s s e d to o r i g i n a t o r s of d e b i t t r a n s a c t i o n s a n d r e c e i v e r s of credit transactions. B e c a u s e o r i g i n a t i n g i n s t i t u t i o n s and t h e i r c u s t o m e r s d e t e r m i n e w h e r e p a y m e n t s a r e to be sent, the B o a r d p r o p o s e s t ha t o n l y o r i g i n a t i n g d e p o s i t o r y i n s t i t u t i o n s be charged for the a d d e d costs involved in p r o c e s s i n g interregional transactions. S e c o n d , the F e d e r a l R e s e r v e i n c u r s c o n s i d e r a b l e e x p e n s e in d e l i v e r i n g A C H t r a n s a c t i o n s to the l a r g e n u m b e r of d e p o s i t o r y i n s t i t u t i o n s s e r v e d b y g r o u n d transportation. T h i s b r o a d b a s e of r e c e i v i n g i n s t i t u t i o n s e n a b l e s o r i g i n a t i n g i n s t i t u t i o n s to p r o v i d e s e r v i c e s to n a t i o n a l c o r p o r a t i o n s t h a t c o u l d not b e o f f e r e d o t h e r w i s e . Some A C H services used by N Y A C H are c o m p a r a b l e to the s e r v i c e s u s e d b y d e p o s i t o r y i n s t i t u t i o n s . T h e B o a r d p r o p o s e s th a t w h e n p r i v a t e l y o p e r a t e d A C H s us e the s a m e s e r v i c e s t h a t a r e o f f e r e d to d e p o s i t o r y i n s t i t u t i o n s , t h e y b e a s s e s s e d the s a m e fees. T h e F e d e r a l R e s e r v e B a n k of N e w Y o r k a l s o p r o v i d e s a c o m b i n e d s e t t l e m e n t an d l o c a l d e l i v e r y s e r v i c e to N Y A C H . This agreement was based on the fact that the A C H - 7 6 s o f t w a r e was j o i n t l y d e s i g n e d b y the F e d e r a l R e s e r v e a n d N A C H A , a l t h o u g h it w a s d e v e l o p e d b y F e d e r a l Reserve personnel. The Reserve Banks have designed a new ACH software p a c k a g e , k n o w n as A C H - 8 4 , a n d a r e c u r r e n t l y in t h e p r o c e s s of c o m p l e t i n g its d e v e l o p m e n t . The costs a s s o c i a t e d with this e f f o r t and the m a i n t e n a n c e of the A C H - 7 6 s o f t w a r e are b e i n g r e c o v e r e d t h r o u g h t h e F e d e r a l R e s e r v e ' s t r a n s a c t i o n fees. As a r e s u l t , u s e r s of t h e F e d e r a l R e s e r v e ' s A C H s e r v i c e s ar e a b s o r b i n g the full c o sts of A C H s o f t w a r e d e v e l o p m e n t and m a i n t e n a n c e b e c a u s e t h e c u r r e n t A C H s o f t w a r e is p r o v i d e d t o A C H a s s o c i a t i o n s that o p e r a t e an A C H at no charge. ACH Float A C H f l o a t is g e n e r a t e d w h e n e v e r r e s e r v e o r c l e a r i n g a c c o u n t s of o r i g i n a t o r s of A C H t r a n s a c t i o n s are c r e d i t e d or d e b i t e d b e f o r e t h e o f f s e t t i n g d e b i t o r c r e d i t is p o s t e d to t h e receiving depository institution's account. The Monetary C o n t r o l A c t of 1 9 8 0 r e q u i r e s the Board to price all float resulting from the p r o v i s i o n of F e d e r a l R e s e r v e p r i c e d services. D u r i n g t h e f i r s t h a l f o f 1983, A C H f l o a t a m o u n t e d to a p p r o x i m a t e l y $50 million on a d a i l y average basis. T h e m a j o r c ause of A C H float h a s b e e n d e l a y e d t r a n s m i s s i o n s of i n t e r r e g i o n a l t r a n s a c t i o n s b e t w e e n F e d e r a l Reserve offices. T h e R e s e r v e B a n k s a r e in t h e p r o c e s s of i m p l e m e n t i n g o p e r a t i n g i m p ro ve me nt s that are e xp ec te d to reduce d a i l y a v e r a g e float r e s u l t i n g f r o m d e l a y e d t r a n s m i s s i o n s to a p p r o x i m a t e l y $ 6 . 9 m i l l i o n b y t h e f o u r t h q u a r t e r of 1984. It is p r o p o s e d that float g e n e r a t e d in t hese wa y s be re d u c e d by implementing operational improvements and that any residual f l o a t t h a t c a n n o t b e e l i m i n a t e d b e i n c l u d e d in t h e A C H c o s t b a s e w h e n n e w A C H f e e s a r e s e t in 1 9 8 4.
