F e d e r a l Re s e r v e bank O F D ALLAS F IS C A L A G E N T O F T H E U N IT E D S T A T E S Dallas, Texas, July 11,1955 To all Qualified Issuing Agents of United States Savings Bonds in the Eleventh Federal Reserve District: The Veterans Administration has recently changed its regu lations relating to inscriptions on United States savings bonds purchased with funds received by custodians from the Veterans Administration. As revised, the regulations now require all sav ings bonds purchased with custodianship funds to be registered in a form which omits the name of the custodian. Accordingly, a portion of this bank’s Fiscal Agency Operating Circular No. 1, dated July 1, 1953, under the heading “ Authorized Forms of Inscription” has been amended. Paragraph 12 D (1) of the circular has been changed to read: Savings Bonds o f Series E purchased by a custodian legally designated by the Veterans Administration on be half of a minor or incompetent with funds received from the Veterans Administration may be registered in the following form : John Doe, a minor (or an incompetent), under legal custodianship by designation of the Veterans Administration, 751 East Main Street Blankville, Texas The amendment to Fiscal Agency Operating Circular No. 1 is shown on the reverse hereof.
