To the Member and Nonmember Banks in the
Eleventh Federal Reserve District:
Attention is directed to Public Interpretation No. 6. Inquiry has been
made as to whether a banking institution in the United States may, under
General Licenses Nos. 32, 33, 49, 50, 52, and 70, for example, present or
pay a check drawn on such banking institution if the check is certified
under such general licenses in cases in which it appears th at such check
was sent out of the United States subsequent to August 31, 1942, to
blocked countries, and it is not established th at a specific Foreign Funds
Control license was issued authorizing the sending of such check out of
the United States.
The Treasury Department has ruled that a check sent out of the United
States to such countries subsequent to August 31, 1942, other than purĀ­
suant to authority of a specific Foreign Funds Control license, may not be
either presented or paid under any general license.
