As pointed out in the Bulletin, the War Department de centralizes its procurement activities, and the purchase of specialized prod ucts is assigned to depots or field purchasing offices listed in Section III. The Navy has a central purchasing bureau, and general purchases, except for local supplies, are handled by the Bureau of Supplies and Accounts, Navy Department, Washington, D. C. It is suggested that manu facturers who desire to participate in this program follow the routine outlined herein. Communications should be di rected to the proper purchasing office or procurement dis trict headquarters in the field. 2. So far as practicable, the Weir Department de centralizes its procurement activities. Accordingly, in the interest of keeping down overhead costs to American in dustry, correspondence with and visits to the offices of the War Department in Washington, D. C., should be minimized. 3. Each War Department procuring agency is in terested in specialized products which are assigned to the depots or field purchasing offices listed in Section III, "Purchasing Agencies". For convenient reference, the more important articles being purchased under the current pro gram are listed alphabetically in Section X, "General Index of Articles Purchased". The listings in this section refer the manufacturers to the proper field purchasing offices listed in Section III, "Purchasing Agencies". The agencies listed in this section are engaged in planning for the procurement of supplies and equipment which "will be needed by the army during a war or other major National emergency. Military requirements are computed in advance. They are apportioned by the supply arms and services to procurement districts. The pro curement planning officers in these districts search the areas to which they are assigned for the productive capacity necessary to meet requirements. Individual plants are surveyed, production stud ies are made, and in agreement with the management, plants are al located for particular production during an emergency. 2. The management of plants having facilities which are considered suitable for the production of military equipment should communicate directly with the officer in charge of the Procurement District which is nearest the plant for detailed information regard ing this activity. After Advertising: All normal purchases of the War De partment are made after advertising for bids. Purchasing officers prepare circular proposals and invitations to bid. These papers list the items to be purchased, list the applicable specifications, state delivery points and dates, and fjrnish all the information necessary for a prospective bidder to calculate his costs and submit a bid. Bids are required to be submitted by a stated time in sealed and properly addressed envelopes. Bid bonds are frequently required -with the bids. At the stated time, the Purchasing Officer publicly opens the bids. As a result of this procedure, the purchase contract is awarded to the best advantage of the government. Circular proposals are given -wide distribution in order to secure the maximum competi tion. Newspaper advertising is frequently used. Several commercial publications providfe timely information regarding invitations issued by the various purchasing agencies of the government. Manufacturers and dealers who desire to sell to the Y/ar Department should communi cate directly with the purchasing agency engaged in the procurement of articles which the manufacturer or dealer can supply. Invitations to bid will be forwarded them when purchases of those articles are to be made. 2. Without Advertising: A great portion of the require ments of a military force are articles which are not in ordinary commercial production. These are such items as weapons, ammunition, and numerous special articles of transportation and communication equipment. The military requirements for numerous articles which are in commercial production are so large as to require particular pro curement methods. In connection with the procurement of such require ments there are several factors which govern Y/ar Department purchasing. These are the consideration of prompt delivery, proper quality, fair ness of price, effect of the defense program upon consumers, mainten ance of fair labor standards by prospective contractors, avoidance of undue geographic concentration of contracts, financial and moral responsibility of prospective contractors, avoidance of transportation congestion, and the availability of power facilities. In order to permit proper consideration of these factors, the Congress has auth orized the award of contracts under special circumstances without advertising- In those cases whore the current rearmament program will be accelerated or consideration of the National economy is involved, contracts will be awarded under this authority after consideration of factors mentioned. PURCHASING METHODS - cont»d 3# Open Market: Purchasing officers of the War Department may purchase to the amount of $500 or less in the open market# Such purchases are made, with minor variations covered in the regulations, in a manner common among business men# Purchases in excess of this amount may be made -without formal advertising -when authorized by the chiefs of the respective arms or services. Informal quotations are requested from several convenient sources of supply# The purchase order is issued to secure those terms -which are most advantageous to .the government# Price and discounts, quality, and delivery are con sidered, Purchases of this sort are made, in general, at posts and stations to meet maintenance requirements when local procurement by purchase offers advantages over procurement by requisition on mili tary supply depots. - 5 - SECTION III PURCHASING AGENCIES 1. Actual purchasing activity of the War Department is specialized and decentralized. The greater volume of purchases is made by the depots and arsenals of the army. These specialize to a great extent in the articles purchased. Those facilities which are in production or are capable of production on any item of military requirements should communicate directly with the agency responsible for the purchase of that item. This communication should request that the name of the company be placed on the mailing list of the purchasing agency to receive invitations to bid when purchases are made of those items which the facility is in a position to supply. 2. A Constructing Quartermaster is appointed for each project. The invitations to bid are prepared and published and the bids are opened and abstracted by him. The actual award is made from the Office of The Quartermaster General. Those concerns desiring to bid on War Department construction projects should communicate with the Construction Division, Office of The Quartermaster General, Washington, D. C. Negotiation on a Fee Basis: Contractors desiring consideration on construction contracts to be awarded by negotiation on a fee basis should communicate with The Quarter master General, War Department, Washington. These local purchases are to cover requirements of the post when the supplies required are readily procurable and no advant age would exist from consolidation and procurement by a depot. The purchases are not restricted to the immediate vicinity of the particu lar army post, but are made from the source offering the best advant age to the government without regard to locality. The articles purchased are usually perishable subsistence items, materials for the operation and maintenance of utilities, minor construction projects, repairs and alterations of buildings, maintenance and repair of equip ment, and special articles which are not procured by a central purchas ing agency or which may be required in some emergency. With certain exceptions, the Yv'ar Department is exempt from participation in con tracts of the Procurement Division. Such items as tires and tubes; office furniture, filing cases and similar equipment; gasoline; and several less important items are purchased by the army against Treasury Department contracts. Other items contracted for by the Treasury De partment may be purchased against such contracts by the army when it is advantageous to do so. 2. Under provisions of Public No. 117, 76th Congress, the Director of the Procurement Division of the Treasury Department, Wash ington, D. C., is purchasing the following strategic and critical materials for the national stockpile.
