AMENDMENTS t o
RULES REGARDING DELEGATION OF AUTHORITY

TO ALL MEMBER BANKS
AND OTHERS CONCERNED IN THE
ELEVENTH FEDERAL RESERVE DISTRICT:
The Board of Governors of the Federal Reserve System has
amended its "Rules Regarding Delegation of Authority" to delegate to any
Board member the authority to act on a request made in the course of a for­
mal hearing for special permission to appeal to the Board from a ruling of
an Administrative Law Judge, and to delegate to the Secretary of the Board
authority to extend time periods for submissions in connection with various
types of application proceedings.
These amendments are printed on the reverse of this circular
and should be filed in your Regulations Binder. If you have any questions

(c) A ny Board m em ber is authorized, w hen
requested by the Secretary o f the Board, to act
upon any request to the Board filed w ith the Sec­
retary pursuant to section 2 63.10(e) o f the Board’s
R ules o f Practice for Form al Hearings (12 C F R
263) for special perm ission to appeal from a rul­
ing o f the presiding officer at any hearing con­
ducted pursuant to such rules on any m otion ruled
upon by such presiding officer (provided, that if
such special perm ission is granted the merits of
the appeal shall thereupon be presented to the
Board for decision). N otw ithstanding the provi­
sions o f section 26 5.3 hereof, the denial o f such
special perm ission pursuant to this paragraph shall
be subject to review by the Board only upon the
request o f a m em ber o f the Board m ade within
tw o days fo llo w in g the denial. N o person claim ing
to be adversely affected by such denial shall have
any right to petition the Board or any Board m em ­
ber for review or reconsideration o f such action.

(15) T o grant or deny requests for the exten­
sion o f any tim e period provided in any notice,
order, rule, or regulation o f the Board relating to
the filing o f inform ation, com m ents, opposition,
briefs, exceptions, or other matters, in connection
with any application, request, or petition for the
approval, authority, determ ination, or perm ission
of, or any other action by the Board sought by
any person. N otw ithstanding the provisions o f
section 265.3 hereof, no person claim ing to be
adversely affected by any action o f the Secretary
on any such request shall have the right to peti­
tion the Board or any Board m em ber fo r review
or reconsideration o f such action.
