Eleventh Federal Reserve District:

There is enclosed a copy of an amendment to Regulation A,
adopted by the Board of Governors of the Federal Reserve
System, effective September 21, 1942. This amendment relates
to the eligibility for discount at a Federal Reserve bank of notes
evidencing loans guaranteed under Executive Order No. 9112
when the question of negotiability might be involved.
Member banks are requested to insert this amendment in
their ring binders.

AMENDMENT TO REGULATION A

ISSUED BY THE BOARD OF GOVERNORS
OF THE FEDERAL RESERVE SYSTEM

Effective September 21, 1942

The Board of Governors has amended its Regulation A, “Discounts for
and Advances to Member Banks by Federal Reserve Banks,” effective
September 21, 1942, by adding the following sentence at the end of
subsection (h) of section 1 thereof:
The requirement of this section of the Regulation that a note, draft
or bill of exchange be negotiable shall not be applicable with respect to
any note, draft or bill of exchange evidencing a loan which is in whole
or in part the subject of a guarantee or commitment by the W ar
Department, Navy Department, or United States Maritime Com­
mission pursuant to Executive Order No. 9112.
