To All Banking Institutions, and Others Concerned,
in the Eleventh Federal Reserve District:
The Secretary of the Treasury has issued the following amendment to Gen­
eral License No. 45:
‘‘AMENDMENT TO GENERAL LICENSE NO. 45, UNDER EXECUTIVE
ORDER NO. 8389 of April 10, 1940, as amended, and Regulations issued
pursuant thereto, relating to transactions in foreign exchange, etc.*
General License No. 45 is hereby amended as follows:
Paragraph one thereof is amended to read as follows:
‘A general license is hereby granted authorizing any banking insti­
tution within the United States to make payments from blocked
accounts, other than blocked accounts of Norway, Denmark, The
Netherlands, Belgium, Luxembourg, France, Latvia, Estonia, Lith­
uania, Rumania, Bulgaria, Hungary, Yugoslavia, or Greece, or any
national thereof, of documentary drafts drawn under irrevocable
letters of credit issued or confirmed by a domestic bank prior to
June 14, 1941/
Paragraph four thereof is amended to read as follows:
‘This license shall expire at the close of business on August 15,
1941/
July 15, 1941
