FEDERAL RESERVE BANK OF DALLAS Dallas, Texas, July 16, 1941 To All Banking Institutions, and Others Concerned, in the Eleventh Federal Reserve District: The Secretary of the Treasury has issued the following amendment to Gen eral License No. 45: ‘‘AMENDMENT TO GENERAL LICENSE NO. 45, UNDER EXECUTIVE ORDER NO. 8389 of April 10, 1940, as amended, and Regulations issued pursuant thereto, relating to transactions in foreign exchange, etc.* General License No. 45 is hereby amended as follows: Paragraph one thereof is amended to read as follows: ‘A general license is hereby granted authorizing any banking insti tution within the United States to make payments from blocked accounts, other than blocked accounts of Norway, Denmark, The Netherlands, Belgium, Luxembourg, France, Latvia, Estonia, Lith uania, Rumania, Bulgaria, Hungary, Yugoslavia, or Greece, or any national thereof, of documentary drafts drawn under irrevocable letters of credit issued or confirmed by a domestic bank prior to June 14, 1941/ Paragraph four thereof is amended to read as follows: ‘This license shall expire at the close of business on August 15, 1941/ July 15, 1941 E.
